Jerry Smith, 14790 Erkium Street Northwest Ramsey, questioned if it would be possible to make
a boulevard street with a center median and then narrow the street and make an on-road bike
path.

City Engineer Jankowski questioned how wide of a median he would be referring to.

Mr. Smith stated that the Sunwood Drive currently looks like a four lane street and would like to
give the road a more narrow feel to slow traffic down..

City Engineer Jankowski noted that there are currently two twelve foot driving lanes with an
eight foot shoulder which a little narrower then a four lane road.

Councilmember Zimmerman questioned if the median would have breaks at intersections to
allow for turning traffic.

Mr. Smith responded yes, that breaks in the median would be necessary.

City Engineer Jankowski stated that if parking was restricted on one side of the road the curb
could be reduced to three or four feet, but would prefer to keep it wider. He also noted that it has
been proven that a feel of narrower space people will slow down.

Councilmember Zimmerman stated that the boulevard would have been a good idea if the idea
was presented at the beginning of the project, but felt it would be to late to amend the plans.

City Engineer Jankowski explained that there is some opportunity for additional funding if the
project can be bid before the first of the year so they wouldn't want to raise any red flags that
would prevent the plan from being approved.

Councilmember Zimmerman questioned if the residents had any opinion on the installation of
trees.

Joyce Kalstabakken, 5571 Sunwood Drive Northwest Ramsey, expressed that trees should
definitely be installed as part of the plan.

Councilmember Anderson questioned if the boulevard street was constructed what would happen
with the bicycle lane at intersections were the lanes would be widened.

City Engineer Jankowski explained that they would be reduced at the intersections, but would
allow enough room for the bicycles to pass.

Councilmember Zimmerman questioned if the residents had an opinion if the trail should be
located adjacent to the curb or setback with green space between the curb and the trail.

Public Works Committee/August 31, 1999
