conditions for a four-way stop at the intersection. The 1991 Minnesota Manual on Uniform <br />Traffic Control Devices for Streets and Highways states: <br /> <br />Any of the following conditions may warrant a multi-way STOP sign installation: <br />1. Where traffic signals are warranted and urgently needed, the multi-way stop is an <br /> interim measure that can be installed quickly to control traffic while arrangements are <br /> being made for signal installation. <br /> <br />City Engineer Jankowski explained that the frequency of accidents at this intersection has been <br />increasing, with the latest accident resulting in severe personal injury. It is the opinion of both <br />the Police Chief and Director of Public Works that such an all-way stop is urgently needed. The <br />County Highway Department has advised that a request for the change must be made by the <br />cities involved. <br /> <br />Motion by Councilmember Hendriksen, seconded by Chairperson Zimmerman, to recommend <br />City Council adopt a resolution supporting the installation of a four-way stop at the intersection <br />of C.R. #116 and Dysprosium Street and forward said resolution to Anoka County for their <br />consideration. <br /> <br />Further discussion: Councilmember Zimmerman questioned the cost share for the installation of <br />signalization for the intersections. City Engineer Jankowski explained that each City has to pay <br />for the leg in their city plus 50 percent of the County cost. Councilmember Zimmerman stated <br />that it is a County road and 20 percent of the cost should be a sufficient contribution for the <br />signalization. Director of Public Works Kapler stated that there has been numerous accidents at <br />the intersection and after each accidents the neighbors become very angry requesting that <br />something be done. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, and Councilmember Hendriksen, and <br />Connolly. Voting No: None. <br /> <br />COMMITTEE INPUT <br /> <br />1) Intersection of Xkimo and T.H. #47 <br /> <br />Councilmember Hendriksen questioned the cost of installing temporary stop lights. <br /> <br />City Engineer Jankowski replied that the cost would be approximately $100,000. <br /> <br />Councilmember Hendriksen questioned how long it would take to install a stop light. <br /> <br />City Engineer Jankowski estimated three months, but stated that he could verify the time frame. <br /> <br />Councilmember Hendriksen questioned if it could be conceivable to have a stop light installed at <br />Xkimo and T.H. #47 in three months.
