Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to recommend <br />to City Council that no building permits be issued until an approved plan is received by the City, <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, and Councilmember Connolly. Voting <br />No: None. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to recommend <br />to City Council that Orrin Thompson Homes host a neighborhood meeting explained the <br />approved plan to the neighborhood. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, and Councilmember Connolly. Voting <br />No: None. <br /> <br />City Engineer Jankowski stated that the second grading issue concerns the grades that exist along <br />the western boundary of the River Pines subdivision with the existing Halls Dover Acres <br />subdivision. He reviewed the elevations, explaining that a considerable amount of grading <br />remains to occur in the area. The undisturbed zone provides an ample buffer to the neighboring <br />properties to the north. Although there are several areas where the slopes approach near vertical, <br />most areas are adequately sloped and the interspersed flat benches do not appear to make the site <br />unduly hazardous. <br /> <br />Councihnember Zimmerman noted that they no longer have a mining permit. <br /> <br />City Engineer Jankowski replied that they currently cannot export materials, but noted they could <br />come in for an extension on the mining permit. <br /> <br />Councilmember Connolly inquired if they are required to fence the area. <br /> <br />City Engineer Jankowski replied that they currently are not required to fence the area, but could <br />require them to if the Council felt the situation was hazardous. <br /> <br />Councilmember Connolly stated that she has some concerns over the stability of the sand. <br /> <br />Councihnember Zimmerman requested that Staff approach them as to what their plans are for the <br />area. <br /> <br />Councilmember Connolly inquired what the City can do to prevent liabilities in this situation. <br /> <br />Councilmember Zimmerman replied that a fence would be a good idea. <br /> <br />Councihnember Connolly requested that Staff discuss the issue of liability with the City <br />Attorney. <br /> <br />Public Works Committee/October 19, 1999 <br /> Page 6 of 9 <br /> <br /> <br />
