Councilmember Connolly inquired whether the residents have been approached about the <br />possibility of placing a pond in their backyards for drainage. <br /> <br />City Engineer Jankowski replied no. <br /> <br />Councilmember Connolly stated that the residents should be asked if they would prefer to have a <br />swale or a pond in their backyard. <br /> <br />City Engineer Jankowski replied that the proposal to correct the problem would probably include <br />the installation of a retaining wall to flatten the backyard of the property. <br /> <br />Councilmember Zimmerman suggested that Orrin Thompson Homes work with Hakanson <br />Anderson Associates, Inc. to put together an acceptable plan. <br /> <br />City Engineer Jankowski replied that it would be more appropriate to leave it up to Orrin <br />Thompson Homes to use their own resources and then have Hakanson Anderson Associates, Inc. <br />review the plan. <br /> <br />Councilmember Connolly inquired as to the amount of time Orrin Thompson Homes would be <br />allowed to submit a revised plan. <br /> <br />Director of Public Works Kapler stated that once an acceptable plan is received, the City should <br />receive a check fi'om Orrin Thompson Homes for the amount of the project to guarantee the <br />project is completed. <br /> <br />City Engineer Jankowski noted that it would be in the best interest of both parties to resolve the <br />building permit issue. <br /> <br />Councihnember Zimmerman stated that the City should escrow 1.5 times the cost of the project. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to recommend <br />to City Council that Orrin Thompson Homes submit a revised plan to correct the drainage <br />problem. <br /> <br />Motion carried. Voting Yes: Chairperson Zimmerman, and Councilmember Connolly. Voting <br />No: None. Absent: CouncilmemberHendriksen. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to recommend <br />to City Council that once an approved plan is submitted to the City that Orrin Thompson Homes <br />be required to escrow 1.5 times the amount of the total project cost. <br /> <br />Motion carried.
