revised grading plan was proposed by On'in Thompson. The City indicated it would review the <br />plan and respond to the proposal. After reviewing the plan, Mr. Jankowski determined that it is <br />incomplete to fully address flooding concerns to the structure on Lot 9. It is further his opinion <br />that even assmning 100-year flood concerns could be adequately addressed, a drainage plan <br />similar to the one presented would not provide a solution superior to the original grading plan. <br />Mr. Jankowski explained that the City could set another deadline for Orrin Thompson Homes to <br />submit another plan, or insist that they grade the property to the original grading plan. The third <br />alternative would be for the City to fix the problem themselves and require Orrin Thompson <br />Homes to escrow enough funds to cover the entire cost of the project. <br /> <br />Cmmcihnember Zimmerman inquired what will happen to the water if the area is drained onto <br />the adjacent property and the property is then developed into single family housing. <br /> <br />City Engineer Jankowski replied that they could either retain the pond as an amenity or install a <br />storm sewer outlot. <br /> <br />Councilmember Connolly stated that the adjacent property owner is losing part of their land use <br />by having the water drain onto their property. <br /> <br />City Engineer Jankowski replied that Orrin Thompson Homes could possibly be purchasing the <br />property. <br /> <br />Director of Public Works Kapler noted that the project would need to include a drainage <br />easement. <br /> <br />City Engineer Jankowski suggested holding a neighborhood meeting to get input on the project, <br />but noted there is probably not a solution that will make everyone happy. <br /> <br />Councilmember Zimmer~nan stated that Orrin Thompson Homes should have provided a holding <br />pond on their own property rather then onto the adjacent property. <br /> <br />City Engineer Jankowski replied that the original drainage plan was acceptable. <br /> <br />Councilmember Connolly inquired if the City corrects the problem themselves will the City be <br />accepting the liability with the homeowner. <br /> <br />City Engineer Jankowski replied that the agreement would include that the City would be held <br />harmless. <br /> <br />Councilmember Zimmerman questioned if the problem is corrected, will it drain the surface <br />water. <br /> <br />Director of Public Works Kapler replied yes, and explained that the City would come up with a <br />plan that the storm water will drain from the property. <br /> <br />Public Works Committee/October 19, 1999 <br /> Page 4 of 9 <br /> <br /> <br />
