POLICY BOARD BUSINESS

Case #1: Functions and Values Preliminary Report Review and Outlook

Coordinator Anderson summarized the preliminary report and the map. He stated the
next step was verification.

Kate Livingood of Westwood Professionals distributed the maps. The map outlined all
wetlands greater than .25 acre and assessed as Preserve, Manage 1, Manage 2, or Manage
3. They found that 18 were in the Preserve category. They were looking for rare or
endangered species. At present, they are organizing the fieldwork and plan to begin at
the end of May to the beginning of June. She handed out three copies of the interim
report from February 3, 2006.

Environmental Specialist Bacon inquired if any wild rice was found in Ramsey.

Ms. Livingood mentioned that they would know when they have ground-proofed the
areas. She indicated that the person skilled in plant identification was Genevieve
Bowling.

Board Member Sibilski directed the Board to Appendix B for the classification criteria of
the rankings.

Chairperson McDilda inquired if wildlife habitat was not applicable.

Ms. Livingood responded that wildlife could not be identified with GIS alone, but it also
needed fieldwork.

Environmental Specialist Bacon suggested using the phrase "pending data" instead of
"not applicable."

Chairperson McDilda clarified that the categories Preserve and Manage 1 were
downloaded as well as Trott Brook. The other categories of Manage 2 and Manage 3
would only be GIS assessed.

Environmental Specialist Bacon noted that he resided in a location considered a Manage
3 area, and wanted to know the explanation for it.

Ms. Livingood responded it was on the list because of threatened and endangered species
identified.

Board Member Max admitted he took issue with no fieldwork in Manage 2 and Manage 3
areas.

Coordinator Anderson indicated they had only a certain amount of funding available, and
had to prioritize the areas for ground-proofing.

Environmental Policy Board / May 1, 2006
