Chairperson McDilda responded that it could be done, but not in the scope of City <br />funding alone. When the results from this study are finished, it will be a good foundation <br />to do all the wetlands. <br /> <br />Board Member Olds mentioned that a wetland could be rated greater than it is using the <br />GIS after the ground-proofing. <br /> <br />Environmental Specialist Bacon added that it was especially important if it was on a <br />proposed greenway with a wetland complex. <br /> <br />Chairperson McDilda stated that greenways and development dovetail. For that reason it <br />was worth considering going to a deeper level of detail. <br /> <br />Ron Peterson of Westwood Professionals introduced himself and mentioned he had been <br />working in the field since MNRAM was developed. He admitted that there would be <br />alterations as the process progresses. <br /> <br />Chairperson McDilda inquired if it would be possible for Board members to follow along <br />on the groundwork studies. <br /> <br />Mr. Peterson welcomed the Board to go along once they begin the process and could <br />schedule a time for all to meet. <br /> <br />Chairperson McDilda stated they could contact Coordinator Anderson. The Board <br />members would be notified by E-Mail. He would like the parameters to be identified. <br /> <br />Environmental Specialist Bacon suggested that he would like to go along with the large <br />Managed 3 wetland in the Northeast. <br /> <br />Chairperson McDilda inquired about the possibility of changing the level when GIS was <br />used as a baseline. <br /> <br />Mr. Peterson stated that another baseline could be used other than BWSR if they were not <br />attempting to obtain approval. He suggested a phosphorus rating could be used. <br /> <br />Environmental Specialist Bacon questioned if a Wetland Inventory was normally a part <br />of the Comprehensive Plan. <br /> <br />Mr. Peterson responded that there was a provision in the Wetland Conservation Act of <br />lower mitigation ratios. They could be classified by another means. <br /> <br />The Board briefly discussed examples in Eden Prairie and Plymouth conceming phasing <br />of projects, and addressing issues that are not covered by the conventional classifications. <br /> <br />Environmental Policy Board / May 1, 2006 <br /> Page 3 of 10 <br /> <br /> <br />
