Chairperson McDilda responded that it could be done, but not in the scope of City
funding alone. When the results from this study are finished, it will be a good foundation
to do all the wetlands.

Board Member Olds mentioned that a wetland could be rated greater than it is using the
GIS after the ground-proofing.

Environmental Specialist Bacon added that it was especially important if it was on a
proposed greenway with a wetland complex.

Chairperson McDilda stated that greenways and development dovetail. For that reason it
was worth considering going to a deeper level of detail.

Ron Peterson of Westwood Professionals introduced himself and mentioned he had been
working in the field since MNRAM was developed. He admitted that there would be
alterations as the process progresses.

Chairperson McDilda inquired if it would be possible for Board members to follow along
on the groundwork studies.

Mr. Peterson welcomed the Board to go along once they begin the process and could
schedule a time for all to meet.

Chairperson McDilda stated they could contact Coordinator Anderson. The Board
members would be notified by E-Mail. He would like the parameters to be identified.

Environmental Specialist Bacon suggested that he would like to go along with the large
Managed 3 wetland in the Northeast.

Chairperson McDilda inquired about the possibility of changing the level when GIS was
used as a baseline.

Mr. Peterson stated that another baseline could be used other than BWSR if they were not
attempting to obtain approval. He suggested a phosphorus rating could be used.

Environmental Specialist Bacon questioned if a Wetland Inventory was normally a part
of the Comprehensive Plan.

Mr. Peterson responded that there was a provision in the Wetland Conservation Act of
lower mitigation ratios. They could be classified by another means.

The Board briefly discussed examples in Eden Prairie and Plymouth conceming phasing
of projects, and addressing issues that are not covered by the conventional classifications.

Environmental Policy Board / May 1, 2006
