Case #5: Report from Meeting with Bill Rademacher and Discussion of Barium Street
Drainage

City Engineer Jankowski explained that the issue was brought forward because of the City's
interest of extending the watermain that currently ends at Barium Street to 153rd.

Councilmember Hendriksen questioned the rationale of extending Barium Street at the City's
expense to 153rd.

Councilmember Connolly suggested extending Cobalt Street.

Councilmember Hendriksen replied that the property owners should decide what streets they
want added and let them pay for them.

City Engineer Jankowski explained that it would be detrimental to the clinic to have Barium
Street extended, but noted Outlot A is currently zoned multi-family and would increase traffic
down the existing Barium Street.

Councilmember Zimmerman suggested leaving the decision up to the developer.

Councilmember Hendriksen inquired in what zoning document is the property zoned
multi family.

City Engineer Jankowski replied that it is currently zoned multifamily-family, but he is not sure
what the proposed Comprehensive Plan has the property zoned.

Councilmember Hendriksen stated that he did not think the City should be deciding for the
developer as to what makes the most sense. He felt the developer should come to the City with a
plan and then have Staff and Council evaluate the plan.

Councilmember Connolly questioned why the City would require a right-of-way without
knowing what the development plans are.

City Engineer Jankowski replied that there is a 12-inch main along Barium Street and one that
terminates on 153rd and he would like to complete the loop.

Councilmember Hendriksen questioned what the immediate implications would be.

City Engineer Jankowski explained that it would be a lot less costly to do the watermain looping
in conjunction with the T.H. #47 project.

Councilmember Hendriksen suggested heading in the direction of completing the loop with
extending the watermain far enough so it would not require tearing up T.H. #47 again and then
complete the loop in the future.

Public Works Committee/November 16, 1999
