City Engineer Jankowski explained that he met with Bill Rademacher and Terry Schander <br />pursuant to Mr. Schander's October 4, 1999 letter suggesting that Barium Street be extended <br />north to 153Td Avenue in conjunction with the T.H. #47 project. At the meeting, Mr. Rademacher <br />emphasized the importance of the T.H. #47 access into Bill's Superette that is scheduled for <br />removal with the T.H. #47 project. Mr. Rademacher proposed transferring a 3.3 acre parcel <br />consisting of the eastern portion of Outlot A to the City in return for City support for an access <br />near the southern portion of Outlot A. Mr. Rademacher sees this as a superior access into the <br />Bill's Superette property since it would have a more acute angle than the present access, making <br />ingress from northbound T.H. #47 easier and egress virtually impossible. This would also <br />provide an access for Outlot A (for which the State does not own the right-of-access). In Staff's <br />view, this proposal has the positive aspect of finalizing a single access into Outlot A, which <br />legally is entitled to an access. On the negative side, this access is inconsistent with the T.H. #47 <br />Corridor Study. It creates a conflict point which is likely to become an opportunity for accidents, <br />particularly rear-end accidents. He requested an opinion from MnDOT on the proposal. During <br />the meeting, Mr. Jankowski also requested an alternative proposal to be considered should the <br />first proposal be deemed unacceptable. The alternative that appeared acceptable to Rademacher <br />would be that they would dedicate the portion of right-of-way for Barium Street across Outlot A <br />at not cost to the City and that the City would purchase the severed parcel to the east at market <br />value, roughly estimated at $65,000. Obtaining this acquired parcel might be used for several <br />purposes, including relocation of the sedimentation pond in Willow Ridge, creation of wetland <br />banking credits, and site development. <br /> <br />Councilmember Hendriksen stated that he would have some interest with the first Rademacher <br />proposal. He explained that he would not be opposed to obtaining the parcel and allow Bill's <br />Superette an access on T.H. #47 as long as it is not in major conflict with the highway <br />department. <br /> <br />City Engineer Jankowski explained that the access is not included in the T.H. #47 improvement <br />plan which is a negative, but noted there is some wording in the plan that could allow for the <br />access. <br /> <br />Councilmember Connolly inquired if the T.H. #47 plans have been approved for receiving the <br />extra funding. <br /> <br />City Engineer Jankowski replied that he is hoping to have an update by the end of the week. <br /> <br />Director of Public Works Kapler stated that he will contact the highway department in regards to <br />the access from T.H. #47. <br /> <br />City Engineer Jankowski stated that he will get copies of the T.H. #47 plans for the <br />Councilmembers to review. <br /> <br />Public Works Committee/November 16, 1999 <br /> Page 10 ofll <br /> <br /> <br />
