2000 funds are estimated to be $24.47 per thousand dollars of need which would result in a loss
of $3,695. In addition, the City would be required to pay back between 40 and 52% of the cost
paid by State Aid in constructing Dysprosium Street, which is the remaining percentage of the
street's 25-year service life. The street was constructed in 1985, 1986, and 1988, under three
separate construction projects. The amount received from State Aid on these projects is
$275,652. It is estimated that the payback would amount to $128,000. The payback would be
deducted from anticipated payment on the next State Aid contract let by the City. He explained
that the City might consider the following course of action:

1. lmnlediately remove the speed humps and inform the residents along Dysprosium Street of
the reason for the removal.
2. Respond to MnDOT contending that the speed humps do not interfere with the ability of
Dysprosium Street to function as a collector street and request a review of MnDOT's
authority to require the removal of the humps.

Councihnen~ber Hendriksen stated that staff needs to draft a letter that would be sent to the
residents on Dysprosium Street which would explain the following three options: 1) Removing
tile speed humps, 2) If the property owners chose not to have the speed humps removed then they
will have to be assessed for the cost to reimburse the funds. 3) Respond to MnDOT contending
that that the speed humps do not interfere with the ability of Dysprosium Street functioning as a
collector street.

City Engineer Jankowski suggested responding to MnDOT first to get their reaction.

City Administrator Norman stated that the residents should be notified regardless.

Councilmember Hendriksen requested that the issue be placed on Council agenda in January.

COMMITTEE INPUT

NOlle.

ADJOURNMENT

Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to adjourn the
meeting.

Motion carried. Voting Yes: Councilmember Connolly, and Hendriksen. Voting No: None.

The regular meeting of the Public Works Committee adjourned at 6:15 p.m.

Respectfully submitted,

Public Works Committee/December 21, 1999
