Public Workg Supervisor Riemer, replied yes and reviewed those streets. <br /> <br />Cmmcilmember Hendriksen directed staff to put together a plan that meets the current budget <br />and include long term implications on how the City is going to handle the future maintenance of <br />roadways. <br /> <br />City Engineer Jankowski suggested having a five-year plan. <br /> <br />Councilmember Connolly replied that she would like a plan longer than five years. <br /> <br />Public Works Supervisor Reimer replied that it is difficult to give an accurate long-term <br />maintenance plan because there are different factors that can affect maintenance. <br /> <br />Councilmember Connolly stated that she has heard complaints from residents that developers <br />destroy their streets during construction and then the residents have to pay for the streets to be <br />fixed. <br /> <br />iDirector of Public Works Kapler stated that the goal is to come up with a solid five-year plan, <br />and anything past five years there will need to be some room for movement. <br /> <br />Case #4: Update on Storm Drainage Utility Implementation <br /> <br />City Engineer Jankowski updated the Committee as to the status of implementing the Storm <br />Drainage 'Utility Fee. He explained that the first opportunity for billing will occur in the April <br />2000 utility billing. The storm drainage utility charge will be added to five other City charges <br />that appear on local utility billings. Mr. Jankowski stated that staff believes that some <br />information should be provided to the public before the implementation of the charge. <br /> <br />Councilmember Hendriksen suggested including an article in the Ramsey Resident and additional <br />information on QCTV. <br /> <br />The Committee discussed at length as to how the utilities are billed. <br /> <br />Councilmember Connolly requested that information be included at the environmental expo in <br />April. <br /> <br />Case #5: <br /> <br />Correspondence from MnDOT Regarding the Speed Humps on Dysprosium <br />Street <br /> <br />City Engineer Jankowski stated that a letter was received from MnDOT in regards to the speed <br />humps on Dysprosium Street. The letter suggested that the humps be removed, and states that, <br />until the humps are removed, the City will not be allowed to collect "needs" on that segment of <br />MSA roadway and the City will need to remove the street from the MSA system. Currently, the <br />needs on this segment of roadway are approximately $151,000.
