They are looking for a commitment from <br />the City whether or not we will consider this prior to applying for funding. <br /> <br />Mayor Gamec stated there is a road problem. <br /> <br />Ms. Sherman continued that ACCAP retains ownership, management, etc. <br /> <br />Councihnember Haas Steffen added that ACCAP is a long-standing organization, they <br />have a good reputation and have done a number of projects. <br /> <br />Council directed that Ms. Sherman contact three cities where a similar project has been <br />done, what has been the city's experience, what size project was done in these cities and <br />what is the square footage of the buildings. Council added that it would be nice to be <br />able to view these facilities. <br /> <br />The discussion then turned to the transitional housing that is to do with the homes that <br />need to be acquired for the T.H. #47 STP project. <br /> <br />Councilmember Haas Steffen reported on a similar project in Blaine and explained just <br />what transitional housing meant and who would be eligible to use this type of housing. <br />The City's support is through giving the houses to ACCAP. This also helps the City to <br />meet the low-cost housing the Metropolitan Council is pressing cities to have. ACCAP <br />does all the maintenance and upkeep. <br /> <br />Councilmember Hendriksen stated that if there is a potential of connecting these homes <br />to another use, then there is potential the City could turn it around and get something out <br />of it. If money could be recovered, is it best to spend it somewhere else or sink it into <br />these houses. <br /> <br />City Engineer Jankowski stated that the City's portion of the project is land acquisition, <br />which includes acquisition of the houses too. He added that 80% of the construction <br />would be funded by the Federal Government. We could raise the houses and try to sell <br />them. <br /> <br />Mayor Gamec expressed favor toward ACCAP's proposal. <br /> <br />Counci hnember Zimmerman expressed concern about giving up fee title. <br /> <br />City Administrator Norman stated he would find out about whether or not the City could <br />retain fee title. <br /> <br />Councilmernber Hendriksen reiterated that maybe the cash from the sale of the houses <br />could be put to good use somewhere else - maybe something far more valuable.
