1) Storm Water Management <br /> <br />City Administrator Norman stated that storm water management relates more to county <br />ditches. The ditch laws are archaic, therefore, county ditches are effectively abandoned. <br />Ramsey has some storm water issues. He expected to receive a legal opinion on county <br />ditch law and stated he would put the information in the Weekly Update. State Statutes <br />allows the County to enter into an agreement with water management organizations or a <br />watershed. We have a WMO, which is the Lower Rum River Water Management <br />Organization. The City approached them regarding this issue back in September or <br />October. <br /> <br />Mt'. Jankowski showed some of the problem areas. <br /> <br />Counci hnember Haas Steffen stated that the County would like to assign jurisdiction. <br /> <br />Mt'. Norman reported that the City is proposing to the WMO that they enter into an <br />agreement with the City of Ramsey and also with Anoka County. Then the County <br />would assign jurisdiction to the WMO and they could in turn assign it to the City. The <br />second part is the financing mechanism - the storm water utility. We can no longer use <br />LeFevere because he is .the attorney for the WMO. W had to get another attorney and <br />BOWSR was contacted for that information. From that, Ramsey hired Attorney <br />Marsh all. <br /> <br />Discussion ensued relating to outlets and wetlands. <br /> <br />Councilmember Haas Steffen suggested that the idea is to find a fair way to take care of <br />surface water projects and to not get into trouble without authority from the County. <br /> <br />Mr. Norman added "and to find a financial mechanism to get the job done". <br /> <br />Consensus was to check into this further with the WMO, etc. <br /> <br />2) Ground Water Issue <br /> <br />City Engineer Jankowski stated that it appears that the County is the lead agency for this, <br />although the Metropolitan Council does not have a clear answer on that. <br /> <br />Councilmember Haas Steffen offered to research this issue. <br /> <br />3) Highways #47 and #10 Traffic Concerns and 7) Dayton Bridge <br /> <br />Discussion ensued relating to the T.H. #47 project. Councilmember Haas Steffen stated <br />that the City is doing battle with regard to widening #47, which is designated as a <br />preservation highway and is also working hard to get the intersection of #47 and 142nd <br />signalized. She felt that the new Councilmembers should be brought up to speed with <br />regard to what has happened thus far.
