Council to plan for more housing, however, with the highways within the City, we cannot
even transport people.

Councilmember Hendriksen stated he is not convinced that putting a light at 142'~d and
T.H. //47 is a good idea. He felt that the City should not have a fight there nor should
there be a median there. He suggested traffic should be directed up to C,R. #5 and T.H.
#47.

Mayor Gamec pointed out that the three present Councilmembers made some pretty
strong commitments to some people in the area of 142'~d.

Councilmember Hendriksen felt these people (142nd area) do not understand what that
intersection will look like.

Mayor Gamec stated that the business people in that area are very concerned. He added
that the City was originally told that there would be signal lights there.

Councihnember Anderson understood that part of the problem with that area was getting
children across to the park.

Councilmember Hendriksen stated that if a large number of children need to get across
the highway, maybe a crosswalk could be constructed overhead. He added that the City
does not need a stop light every three blocks to move traffic.

Councilmember Haas Steffen noted they have traffic moving on C.R. #9.

Councihnember Hendriksen stated that if there is room for traffic lanes and left turn
lanes, then there is room to have a frontage road.

Mr. Jankowski referred to the signal justification report. He mentioned the 400
signatures on a petition in favor of the traffic lights.

Councilmember Hendriksen stated that the people who signed the petition are saying they
need the traffic lights to get out onto T.H. #47. Maybe we should present to them the
possibility of delaying this project if the City goes to the mat for lights at 142nd versus
lights 1,000 feet down the road.

Councilmember Zimmerman felt that the signal at 142nd is critical to the survival of the
businesses in the area.

Councilmember Hendriksen pointed out there are no lights at that intersection right now.

Councilmember Haas Steffen stated that the businesses in the area are all supporting a
traffic light at that intersection.

City Council Work Session - January 5, 1999
Page 4 of 7
