asked also how we will keep our traffic off Highway #10. Councilmember Haas Steffen
added that people are cutting over. She stated that we need to get an agreement with
many people other than just our own City Council. Councilmember Hendriksen stated
that his personal vision of that intersection is where Foley, Highway #10 and #610 all
come together. Councilmember Haas Steffen suggested that Council look at the bridge
over the Rum between #116 and #22 and asked if that should be in the Comp Plan.

6) Technical College Re-Location.

City Administrator Norman stated there has been discussion of relocating the technical
college and staff has been talking about a piece of Property in Ramsey.

Councihnember Hendriksen stated he is more interested in knowing what Ramsey would
get out of offering the college the property for relocation.

Councilmember Haas Steffen advised that the Technical College did a 2020 needs study.
At the same time, Ramsey was having meetings on the north/south corridor and also
talking about opening up McKinley. We got into talking about passenger stops for a
commuter rail. We went out to look at the situation. We found Anoka was planning to
put Mate Tool & Die across that road. There is no place to park.

Councihnember Hendriksen stated that we are talking about giving up 30 to 40 acres of
tax revenue by giving property to the college.

Councilmember Haas Steffen stated that the study done by the college indicated a need
for expansion. She mentioned the moratorium and also suggested that Council needs to
determine how important a technical school in the area would be. We have been offering
free land to the school.

Mr. Norman stated that we are one lot shy of filling out in the Industrial Park and we are
looking for development. He explained the concept that money can be made up by
selling of land around the area.

Councilmember Hendriksen stated that you will pay for that free land forever in
diminished taxes.

Mr. Norman stated that we also feel this brings a commuter rail station.

Councihnember Hendriksen stated he would like some examples of where a technical
college has generated some benefit that would mitigate the fact that we will never benefit
fi'om taxes off of 30 to 40 acres of prime property. We are losing tax revenue forever.
Show me so~nething we will be getting from this.

Councihnember Haas Steffen stated there will be many that will say this is an asset - not
necessarily a dollar benefit. There are a number of negatives at the current site that say

City Council Work Session - January 5, 1999
Page 6 of 7
