He reported that the Anoka County Board of
Commissioners authorized the issuance of up to 1.23 million dollars in capital notes to
fund this project. The Board also authorized a contribution of $400,000 toward this
project, leaving the balance to be shared by the other members based on each city's call
for service documented at the central communications dispatch center during 1997.
Chief Gustafson noted that a final draft of the joint powers agreement has been reviewed
by the City Attorney. He mentioned that $28,000 would come out of this year's budget
and the $20,000 will be floated by the County. The County will have to be repaid over a
four-year period. The project does not have to be paid for until it's certain it is working.

Councilmember Haas Steffen suggested that if we have the $40,000 in the 1999 budget,
that it does not get lost in 1999 - these funds must be designated

Councilmember Hendriksen questioned some of the expenditures and asked that he be
able to review them with the "numbers preparer".

Councilmember Anderson wanted to be certain that each community is paying their fair
share.

Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to
adopt Resolution #99-01-009 authorizing the execution and delivery of a joint powers
agreement relating to the Anoka County Joint Law Enforcement Central Records Project.

Further discussion: Councilmember Hendriksen expressed that he is not comfortable that
the numbers presented are the final ones as, in his opinion, they appear a "little loose".
He wanted to be certain that all the numbers add up when the final billing is presented.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen,
Anderson and Zimmerman. Voting No: None.

City Council/January 12, 1999
Page 6
