Introduction: <br /> <br />Mayor Gamec noticed students in the audience and asked them to introduce themselves.. <br /> <br />Jay, a ninth grader from Anoka High School, was present, doing community service for <br />his U.S. Government class. <br /> <br />Nick and Craig were students present from Elk River High School. <br /> <br />Case #5: <br /> <br />Anoka County Joint Law Enforcement Central Records Project Joint <br />Powers Agreement <br /> <br />Police Chief Gustafson stated that at the December 8, 1998 meeting, Council adopted a <br />resolution of intent to enter into a joint powers agreement with Anoka County and other <br />members of the Anoka County Joint Law Enforcement Council for the purpose of <br />establishing a central records system. He reported that the Anoka County Board of <br />Commissioners authorized the issuance of up to 1.23 million dollars in capital notes to <br />fund this project. The Board also authorized a contribution of $400,000 toward this <br />project, leaving the balance to be shared by the other members based on each city's call <br />for service documented at the central communications dispatch center during 1997. <br />Chief Gustafson noted that a final draft of the joint powers agreement has been reviewed <br />by the City Attorney. He mentioned that $28,000 would come out of this year's budget <br />and the $20,000 will be floated by the County. The County will have to be repaid over a <br />four-year period. The project does not have to be paid for until it's certain it is working. <br /> <br />Councilmember Haas Steffen suggested that if we have the $40,000 in the 1999 budget, <br />that it does not get lost in 1999 - these funds must be designated <br /> <br />Councilmember Hendriksen questioned some of the expenditures and asked that he be <br />able to review them with the "numbers preparer". <br /> <br />Councilmember Anderson wanted to be certain that each community is paying their fair <br />share. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />adopt Resolution #99-01-009 authorizing the execution and delivery of a joint powers <br />agreement relating to the Anoka County Joint Law Enforcement Central Records Project. <br /> <br />Further discussion: Councilmember Hendriksen expressed that he is not comfortable that <br />the numbers presented are the final ones as, in his opinion, they appear a "little loose". <br />He wanted to be certain that all the numbers add up when the final billing is presented. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen, <br />Anderson and Zimmerman. Voting No: None. <br /> <br />City Council/January 12, 1999 <br /> Page 6 <br /> <br /> <br />
