Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman <br />that prior to the final purchase, the City Council shall authorize specific equipment to be <br />purchased pursuant to the agreement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson and Haas Steffen. Voting No: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />that the $40,000 budgeted in 1999 for the JPA with Anoka County for the Joint Law <br />Enforcement Central Records Project be accounted for as a separate account during the <br />term of the agreement and that the earnings therefrom shall be used to pay the City of <br />Ramsey's additional $8,900 obligation on this agreement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, <br />Zimmerman, Anderson and Hendriksen. Voting No: None. <br /> <br />Case #6: <br /> <br />Joint Mississippi River Crossing Resolution Proposal to the City of <br />Dayton <br /> <br />City Administrator Norman noted a letter he wrote, on behalf of the Council, that was <br />brought to a Council work session. The letter was written to the City of Dayton and was <br />a proposal relating to a joint Mississippi River crossing resolution. <br /> <br />Councilmember Haas Steffen commented that she does not want to see connection of any <br />county roads shown. That is still up for discussion. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />that no lines be drawn showing any connection of county roads, but that the most <br />westerly location is preferred. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, <br />Zimmerman, Anderson and Hendriksen. Voting No: None. <br /> <br />Case #3: Issuance of General Obligation Tax Increment Bonds, Series 1999A <br /> <br />Dan O'Neill of Springsted noted that on December 8, Council authorized the sale of <br />$1,195,000 in General Obligation Tax Increment Bonds. This case deals with the second <br />part of financing for the senior housing project. The County previously sold $3,000,000 <br />in bonds for the project. The bond sale is consistent with the financing that has been <br />proposed during the overall senior housing development process. The bids for the sale <br />were received at 11:00 today - six were received. Mr. O'Neill recommended awarding <br />the bid to Dougherty Summit Securities LLC. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to award the bond sale to Dougherty Summit Securities LLC. <br /> <br />City Council/January 12, 1999 <br /> Page 7 <br /> <br /> <br />
