Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen,
Zimmerman, Anderson and Hendriksen. Voting No: None.

Case/t4: Waiver of Fees for Senior Housing Project

Community Development Director Sherman reiterated that the City of Ramsey, in
conjunction with the Anoka County Housing and Redevelopment Authority, are in the
process of constructing a senior housing project. Early on, it was discussed that the City
fees for the project would be waived, however, no official action was taken to waive the
fees during the site plan process. Ms. Sherman observed that the development of the
project is publicly financed and it makes sense that we would not charge our fees on a
project that we are financing. The fees to be waived include the permit fee, water area
charge (WAC), and the sewer area charge (SAC). The fees we will not waive include the
plan check fee, state surcharge fee, and metropolitan sewer charge because we have to
pay the fees to other agencies and they were included as a project cost. The total fees for
the project are $90,426 and Ms. Sherman proposed waiving $53,921 of the total.

Councilmember Hendriksen inquired how the City will get reimbursed for the project to
which Mr. Norman responded that we would not.

Councilmember Haas Steffen commented that the City wanted to keep this housing
affordable, so we did it with the understanding that the City would be putting in some
tangibles. That was known from the beginning.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to waive the fees for the City permit, City WAC, and City SAC, totaling $53,921 on the
Senior Housing project, and that the record indicates that these fees were waived.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen,
Zimmerman, Anderson and Hendriksen. Voting No: None.

Case//7: Schedule City's Annual Events

Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to
approve the dates for the 1999 annual events - as follows: Commission Appreciation
Dinner - Monday, April 19, Environmental Expo/Tree Sale - Saturday, April 24, Pet
Clinic - Saturday, April 24, Spring Recycling Day - Saturday, April 24, Becky Weiss
Bike Road-eo - Saturday, May, Lion's Community Picnic - Saturday, June 5,. Business
Appreciation Day - Wednesday, August 18, and Fall Recycling Day - Saturday,
September 18.

Motion carried.
