Case #8: Report from the Economic Development Authority <br /> <br />City Administrator Norman stated that an Economic Development Authority (EDA) <br />meeting was held this morning. We will bring the ACCAP proposal back to the City <br />Council at a later date. The EDA did discuss the condemnation of the 149.11-acre site <br />just west of Ramsey Boulevard and north of Highway #10. Staff had begun negotiating <br />with the property owners but a stalemate has been reached. The EDA recommended that <br />we begin condemnation action but also that City staff schedule a meeting with BMA <br />Associates (the property owners). <br /> <br />Councilmember Haas Steffen commented that beginning condemnation action does not <br />preclude the City from continuing negotiations. <br /> <br />Councilmember Anderson asked if the condemnation is a lot higher, are we obligated to <br />pay that amount. <br /> <br />Mr. Goodrich replied that it could be appealed. <br /> <br />Councilmember Hendriksen suggested doing an appraisal to see what the numbers are. <br /> <br />Mayor Gamec stated that we need to get the condemnation action in the works too. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Hendriksen to adopt the <br />recommendation of the EDA which is to schedule a meeting with BMA Associates, City <br />staff and two, non-City Council EDA members to pursue negotiating a mutually <br />acceptable purchase price and that the City Attorney proceed with condemnation if <br />negotiations fail in the acquisition of the 149.11-acre industrial property located west of <br />Ramsey Boulevard and north of Highway #10 and that the appraisal can be done <br />concurrently. <br /> <br />Further discussion: Councilmember Hendriksen asked what's the compelling reason for <br />condemnation action tonight. Mr. Goodrich replied that he needs to come back to <br />Council with a formal document prior to filing the action in court. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, <br />Haas Steffen and Zimmerman. Voting No: None. <br /> <br />Case #9: Report from Personnel Committee <br /> <br />1) End Probationary Period of Senior Accountant Linda K. Mayer <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Hendriksen to <br />adopt Resolution #99-01-010 ending the probationary period for Senior Accountant <br />Linda K.
