Case #7: Request for Site Plan Approval; Case of National Propane Zoning Administrator Frolik stated that Met-Con Companies has submitted a site plan for the expansion of the National Propane facility at 7411 Highway #10 NW by the addition of an 864 square foot accessory building. The site currently consists of an 875 square foot office building and a 1,000 square foot accessory building. The addition of the building meets all setback requirements but a part of the City Code says an accessory building should not exceed the principal structure but given the nature of this business, the request is logical. She noted that the loading and unloading area would not be required to be paved - City Council has allowed class 5 in the past. We will require B612 curb when the parking lot is put in. Ms. Frolik acknowledged Jeff Lambert who was present to represent National Propane. Councilmember Haas Steffen inquired if this is the same location that had the fire last year to which Fire ChiefKapler replied yes. She asked if it is correct that no screening is required for Highway #10 to which the answer was yes, that is correct. She wondered if there should be a screening. ChiefKapler noted that traffic had to be rerouted, however, from the public safety aspect, he feels this is not an issue. Councilmember Haas Steffen stated that if Chief Kapler is comfortable with this, then she is too. Chief Kapler assured her that he is comfortable with this. Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to approve the site plan dated January 4, 1999, for the addition of an accessory building to the National Propane site. Motion carried. Voting Yes: Councilmembers Haas Steffen, Anderson, Hendriksen and Zimmerman. Voting No: None. Absent: Mayor Gamec. Case #8: Request for Final Plat Approval of G-B Properties First Addition; Case of G.B. Properties Zoning Administrator Frolik stated that Dana Grosslein of G-B Properties Partnership has applied for final plat approval to replat Lot 1, Block 1, Riverview Estates into two commercial lots. The proposed plat consists of two lots; Lot 1 is occupied by the Comfort Suites Hotel and Lot 2 is being marketed for development with a restaurant. Lots 1 and 2 meet the minimum width and depth requirements for the B-3 Highway Business District. The Planning Commission received the sketch plan and recommended approval. Ms. Frolik noted that they attempted to have a pedestrian path, but they have asked that reference to this be removed and that it be placed on the actual development of the restaurant and she is in agreement with that. Ms. Frolik acknowledged that Mr. GrosslienGrosslein is present. Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to adopt Resolution #99-01-025 to grant final plat approval to G-B Properties First Addition contingent upon the Developer entering into a development agreement with the City.
