Further discussion: A question was raised as to whether or not TIF is the only way to <br />finance this project. Mr. Johnson responded that this is a much better enhanced project if <br />it's done this way. It would be a higher quality, more attractive, less density project. <br />Councilmember Anderson expressed concern about the stigma for the families who live <br />in these types of homes. Mr. Johnson assured her that these are not the "stereotypical" <br />low-income housing. Councilmember Hendriksen stated he assumes the City will expend <br />funds if we create a TIF district. He wondered what the dollar amount is and for how <br />many years. Mr. Johnson commented that this housing project would pay taxes. This is <br />estimated to be about a $4 million project and taxes would be about $50,000 a year. We <br />are asking for 90% participation - the City would retain 10%. Ms. Sherman clarified that <br />this is a pay as you go so they will not get the increment until the tax is paid. <br />Councilmember Hendriksen was certain there will be initial costs that someone has to <br />incur. Mr. Norman reiterated that the cost does not exist because it's a pay as you go. <br />Mr. Johnson added that there are no bonds, no outstanding debt, etc. The only sacrifice <br />that the City is making is they are giving up revenue. Councilmember Haas Steffen <br />commented that the minimum you could take off this project is close to $700,000 for 15 <br />years. <br /> <br />Amendment by Councilmember Haas Steffen and seconded by Councilmember <br />Anderson to add that this case will be brought back to the February 9, 1999 Council <br />meeting. <br /> <br />Amendment carried. Voting No: None. <br /> <br />Mayor Gamec recessed the regular Council meeting at 9:10 p.m. <br /> <br />Mayor Gamec called the City Council meeting back to order at 9:20 p.m. <br /> <br />Case #9: <br /> <br />Ordinance Amending the Site Plan Review Section of City Code; Case <br />of City of Ramsey <br /> <br />Community Development Assistant Walther reported that the Planning Commission <br />directed staff to review the Site Plan Review section of the City Code. Staff has made the <br />suggested changes/modifications. The proposed ordinance includes several language <br />revisions to clarify the requirements and to change any language that specifically <br />references information that changes occasionally by administrative decision or City <br />Council resolution. The proposed ordinance adds new submittal requirements for site <br />plan review applications which include providing building elevations, color renderings, <br />locations of existing significant historical and natural features, and exterior lighting <br />locations, specifications and fixture diagrams.
