landscaped areas and prohibiting flat roofs on non-residential buildings if it is deemed by <br />the City to be incompatible with neighboring residential development. Mr. Walther noted <br />that the ordinance also moves the performance standards in Section 9.03.06 (Site Plan <br />Review) Subdivision 4 (Standards) to the more appropriate location in Section 9.11.20 <br />(Non-Residential Performance Standards) of the City Code. He pointed out that a public <br />hearing was held by the Planning Commission in January. <br /> <br />Councilmember Haas Steffen referred to the section that talks about screening and <br />suggested that instead of shrubs it should say trees. She added that she also thought that <br />the Planning Commission may have to work on this again after the Comprehensive Plan <br />is complete. <br /> <br />Mr. Walther agreed that may be true. He added that he has also had some direction from <br />the Planning Commission to check with other cities with regard to landscaping. <br /> <br />Leo Anderson, Ramsey Planning Commissioner, stated that the Commission has not <br />made any changes on that portion. <br /> <br />Councilmember Haas Steffen felt that maybe the ordinance should not be introduced as it <br />may have to be redone following the completion of the Comprehensive Plan. <br /> <br />Mr. Anderson stated that he is not aware that the Planning Commission was going to do <br />any further review of this section. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />introduce the proposed ordinance amending Sections 9.03.06 (Site Plan Review) and <br />9.11.20 (Non-Residential Performance Standards) of the Ramsey City Code with the <br />amending of shrubs to trees. <br /> <br />Further discussion: Councilmember Haas Steffen still felt that there would have to be <br />further review of this ordinance once the Comprehensive Plan is complete. Mr. Walther <br />explained that the site plan review section of the code should be good enough to <br />withstand any change in the Comp Plan. Upon inquiry, Mr. Walther stated that this is <br />consistent with the current and the proposed Comp Plan. It was noted that shrubs be <br />changed not to trees but to vegetation. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen, <br />Anderson and Zimmerman. Voting No: None. <br /> <br />Case #11: Team-Building Consultant for Staff and Council of the City of <br /> Ramsey <br /> <br />City Administrator Norman stated that the City of Ramsey staff and Council attended a <br />team-building, mission, and goal-setting setting session in 1995. It was recommended <br />that this type of session take place again in February 1999. A request for proposal was <br />sent out to 12 team-building consultants.
