He noted the memorandum from SRF, which states that this
intersection, at present does not meet the warrants for a signal, however, this is basically
in the negotiating stage for right now.

2) The 1999 Street Maintenance Program

Mr. Kapler explained that staff advised the Committee that new five year projections
suggest that the necessary funding of a street maintenance program needs to be increased
to an annual level of $500,000. Mr. Bell has been notified of this necessary
delay.

4) Section 28 Development

Mr. Kapler stated that with the construction of C.R. #116 between C.R. #56 and C.R.
#83, the development of Section 28 appears to be imminent. He presented a
concept/rough sketch showing transportation and drainage plans.

Councilmember Hendriksen suggested that staff should investigate using the existing
easements, eliminating the need for an underground storm sewer.

Councilmember Haas Steffen stated that one of the reasons for even doing the study from
#47 to C.R. #57 was because some things did not get expended in Anoka County and we

City Council/January 26, 1999
