from the current sign. Then a few years later, approximately 1985, the present sign was erected <br />on the southeast corner of Hwy #47 and 153ra Avenue, and it is considered a legal non- <br />conforming sign. This sign was owned by the clinic until they sold off a portion of their <br />property, which included the sign. Now the sign is coming down as the property is being <br />developed. <br /> <br />Discussion ensued regarding kiosk-type signs with menus for off-site businesses and different <br />City attractions. It could be very advantageous in the industrial parks also. Coon Rapids was <br />cited as incorporating these type signs in their commercial parks and retail mall sites. Concern <br />was expressed over setting a precedent, citing the example of the denial of Super Bowl's request <br />for an off-site sign. <br /> <br />Consensus was to develop a policy and ordinance regarding off-site signs, possibly listing <br />direction and distance to location of businesses, etc., and present such to the Planning <br />Commission for their review and recommendation. <br /> <br />1) ACCAP Transitional Housing Project on T.H. #47 <br /> <br />City Engineer Jankowski stated the Council has made a commitment to work with ACCAP to <br />utilize some of the housing being acquired with the T.H. #47 STP Project. ACCAP is presenting <br />a proposal whereby some of the homes would be for moderate to low income people fitting <br />specific guidelines and certain homes would be transitional housing whereby the occupants <br />would be in the homes for no longer than 24 months before moving on to something more <br />permanent. <br /> <br />Concern was expressed that the land was too valuable for this use, and suggestion was made <br />regarding movement of the houses to another site. Also discussed was the State's concern over <br />too much development occurring on Highway #47 before improvements are made, and that they <br />would like to see the City's efforts put into developing the commercial and industrial area on <br />T.H. #10. It was noted that the State would like to see language to this effect put into the <br />Comprehensive Plan. <br /> <br />Consensus was to bring back to the Council a blueprint of what the project is going to look like <br />and what the value of the property is, in order to determine if this is the best use for this acquired <br />land. <br /> <br />2) Proposed ACCAP Townhome Project <br /> <br />This project is available for TIF dollars, however, the more TIF districts, the less money received <br />from the State. This project will have managers and they do screening of applicants. Discussion <br />ensued again on whether this was the best site for the project. <br /> <br />Consensus was to send this to the next Council meeting but present it non-site specific.
