4) Community Development Block Grant Discussion <br /> <br />Zoning Administrator Frolik explained that there is $66,000 from 1995 and $64,000 for 1999 and <br />2000 which needs to be allocated or lost. <br /> <br />Discussion ensued regarding the different studies that need to be done concerning jobs in <br />Ramsey, average salary, home stock, commercial stock, etc., and Ms. Frolik asserted that money <br />could be allocated for planning. The town hall preservation was another possibility. <br /> <br />All the applicants were briefly discussed, and it was consensus that Councilmember Haas Steffen <br />and Ms. Frolik would prepare a recommendation of five recipients for the upcoming Council <br />meeting. <br /> <br />5) Fire Station #2 <br /> <br />The alternative sites were discussed. <br /> <br />Staff was directed to check with the DNR regarding the 153rd Avenue extension property site, <br />and if that site doesn't work out, proceed with condemnation proceedings for the Mox #1 <br />property. <br /> <br />6) Anoka Hennepin Technical College Re-Location <br /> <br />The City is considering purchasing a 149.1-acre site, possibly donating a portion of the land for a <br />Technical Center (college) - approximately 40 acres - and developing the rest industrial. A <br />cursory appraisal by Ellen Herman at 30¢ a square foot comes in at $1,950,000 - nowhere near <br />the asking price of $3,000,000. The next proposed 5-year MUSA expansion will take in all of <br />this property. The land is high-and-dry with no wetlands, and the area will require storm sewer. <br />The Tec will serve about 1200 students from the high schools. <br /> <br />Consensus was to direct Staff to communicate land offer to MNSCU, noting that the City has <br />begun condemnation proceedings. <br /> <br />7) 25 Year Anniversary Celebration Date Selection <br /> <br />September 17 - 19, 1999, was selected by consensus as the weekend for the 25-Year Anniversary <br />Celebration. This does not need to be on City Council's meeting agenda. <br /> <br />8) City Organization - Staffing <br /> <br />City Administrator Norman requested an organizational study be conducted by a personnel <br />consultant regarding work load and staffing needs for the City organization.
