for the Ramsey residents. This property has been drawn up as high density in the comp
plan and town houses is a prime plan for this property.

Councilmember Zimmerman stated he would be in support of the first request by
ACCAP, but he is not in support of this request.

Councilmember Hendriksen stated he supports the concepts - not the locations. He
suggested maybe going forward with a project on this site and let #47 be developed as a
commercial node. He thought that should be explored.

Councilmember Anderson stated she likes the other project better. She stated she is
reluctant because she knows there's a need for transitional housing. But, in reviewing as
to whether or not this is an ideal project for these four homes, her answer would be no.
She questioned why this would be good enough for low-income people if it is not a good
location for the people who currently live there.

Councilmember Haas Steffen noted that it appears there is not support for this project as
presented so she suggested giving the homes to ACCAP with the provision that the
homes must be moved from that site.

Ms. Wright stated responded that ACCAP would be very interested in these homes.

Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen as
follows: The City hereby offers to sell to ACCAP that parcel of land located at Highway
#47 and proposed Sunwood Drive consisting of 11.2 acres (including the Sunwood Drive
right-of-way), (the "site"). The sale price shall be based upon an appraisal of the site.
The terms of the sale, including all purchase agreement terms shall be subject to: (1)
The approval of a Council committee comprised Councilmember Hendriksen, the City
Administrator and the City Attorney; and (2) The successful acquisition of fee title to the
site by the City.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen,
Anderson and Zimmerman. Voting No: None.

Case#l: Anoka County Community Action Program (ACCAP) Housing
Proposal (continued)

Mr. Norman stated that the discussion on tonight's agenda relating to townhomes at 153
and #47 could be changed to the site of the "homes on #47".

JeffJolmson, ACCAP, stated he thought they could work with that.

Councilmember Hendriksen reiterated that the current Comp Plan calls for the highest
density in that area so maybe that would help ACCAP out.

Mr. Johnson responded that this creates some additional complexity.

City Council/February 9, 1999
