Mr. Jankowski stated Case #3 involved the recommendation on the type of grader Public Works <br />wants to purchase. He advised they analyzed three grader models and recommend the purchase <br />of the 1999 John Deere 772CH Motor Grader. <br /> <br />Councilmember Haas Steffen stated she does not remember this as a Council action item and <br />asked if it can be purchased. <br /> <br />Mr. Kapler explained staff received the Council go ahead when the capital items were approved <br />at the beginning of the year. <br /> <br />Councilmember Haas Steffen asked if there was a further recommendation at the Public Works <br />Committee meeting that there were two sources for these dollars and it was the recommendation <br />of the Public Works Committee that the dollars, to the extent available, be taken from the <br />equipment replacement fund because that was the most restrictive dollars and savings should <br />occur where the dollars can be used for other purposes. <br /> <br />Mr. Kapler stated he intended to make that recommendation based on the recommendation of the <br />Finance Officer. <br /> <br />Mr. Jankowski stated Case #4 involved the communication drafted to Anoka County advising <br />them of the City's desires for work priorities for the 1999 construction season. The letter <br />supports the signalization of Dysprosium Street/Thurston Avenue, reconstruction of C.R. #83 <br />from C.R. #63 to C.R. #22, overlaying both C.R. #56 and C.R. #57 in 1999, and encouraging the <br />County to take the lead in initiating a corridor study on C.R. #116 to accomplish its improvement <br />as a four-lane, divided roadway from TH #47 to C.R. #57. Mr. Jankowski stated staff is <br />requesting a Council motion to authorize sending the letter. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to <br />authorize staff to send the letter, as presented, to Jon Olson, Anoka County Engineer. <br /> <br />Further discussion: Councilmember Haas Steffen asked if the segment beyond C.R. #83 is also a <br />priority for the corridor study. Councilmember Zimmerman stated this was discussed and he <br />hopes the County will undertake that. Mr. Jankowski explained the focus will be between C.R. <br />#47 and C.R. #57 but the letter is worded to not specify the length of the corridor study but that it <br />be sufficient to move forward with that section. Councilmember Haas Steffen agreed the study is <br />between C.R. #47 and C.R. #57 for the purposes of upgrading and signalization as well as four <br />lanes. In addition, Councilmember Haas Steffen stated she would like the County to designate <br />where they want the line of C.R. #116 drawn beyond C.R. #83. She suggested the letter include <br />encouragement for Anoka County to determine right-of-way needs of C.R. #116 on to its final <br />destination. Councilmember Haas Steffen asked that this indication be added to the last <br />paragraph of the letter. Mr. Jankowski stated he will so revise the letter. <br /> <br />Motion carried.
