Mr. Jankowski stated Case//5 involved the storm water studies that the City of Ramsey has done <br />in the past. One issue discussed in conjunction was a pending JPA between the City and Lower <br />Rum River Water Management Organization (LRRWMO) for obtaining jurisdiction over <br />selected County ditches. The direction of the Committee was to revise the draft prior_ to <br />presenting it to the LRRWMO. He stated the draft is being reworded by the City Attorney and <br />will be presented once completed. <br /> <br />Mr. Jankowski stated Case #6 regarding the septic system inspection program was tabled and <br />will be addressed at a future agenda. Case #7 involved an update on the 153ra/155th Avenue <br />project being proposed to run between 155th Avenue and Variolite and 153ra Avenue and <br />Armstrong and identified as a 1999 project in the CIP. Mr. Jankowski explained that in order for <br />it to happen, a number of things needs to be accomplished. Plans and specifications were <br />completed and now need to be brought up-to-date and reviewed. Another issue is to acquire land <br />for this project, update four appraisals, and direction has already been provided to do that. If the <br />project is done in the 1999 construction season, the City would need to pass the eminent domain <br />resolution by April of 1999. During discussion of this case, it became apparent that one <br />particular parcel will be significantly impacted so staff recommends they be approached about <br />acquiring their entire parcel. He explained the project identifies that only part of that parcel is <br />needed for the project but due to the significant impact and the land owner's objections, staff <br />recommends discussion occur with the City Attorney and land acquisition consultant to address <br />that option. <br /> <br />Mr. Jankowski stated Case #8 involved planing for the development of Section 28. Within the <br />discussion the Committee identified elements to be included in the scope of work as identified on <br />page 195 of the meeting packet. He explained they are looking for direction from the City <br />Council for authorization to draft a response for proposals that would incorporate those elements <br />so the process of a planning and engineering consultant can be brought on board. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to direct <br />staff to prepare a request for proposals outlining the scope of work to prepare a plan for Section <br />28. <br /> <br />Further discussion: Councilmember Haas Steffen inquired regarding the direction being <br />recommended. Mr. Jankowski reviewed a map of the area under consideration and explained the <br />location of the roadways and sewer line. He advised the scope of the work would be to identify <br />access points and if excess accesses are found, to design protocol on how they would be <br />allocated. Councilmember Zimmerman stated this project is too much to be accomplished by the <br />in-house engineer and planner. Councilmember Haas Steffen stated the City opened property via <br />condemnation and had indicated their property would be worth more if the County Road goes <br />through. She stated there is also someone who lives there whose father gave property for right- <br />of-way but they have no access. Councilmember Haas Steffen noted the overlapping area and <br />stated her support to proceed. Mr. Jankowski stated the storm water planning for this section is <br />also being looked at for Section 28 planning and one of the critical elements is where the water <br />will go when areas are paved. He explained issues remain including what type of ponding will <br />be required (individual on each site or a regional pond).
