Councilmember Haas Steffen stated when the <br />City is ready to move on the storm water planning, another response for proposals will be needed <br />if the City acquires the legal access to County ditches. Mr. Jankowski stated that is correct. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson, and Haas Steffen. Voting No: None. Absent: None. <br /> <br />Mr. Jankowski stated Case #9 involved a discussion on a Joint Powers Agreement (JPA) with <br />Anoka County to construct a roadway between C.R.//56 and C.R. #83. Through research, staff <br />found an August meeting where the JPA was authorized so action is not needed. <br /> <br />Councilmember Zimmerman stated the bituminous path adjacent to C.R. #116 was also <br />discussed. <br /> <br />Finance Officer Lund stated C.R. #116 is a capital project and any money overspent on the <br />project comes from the public improvement development fund. <br /> <br />Case #5: Report from Personnel Committee <br /> <br />1) Receive Hiring Recommendation for Community Development Secretary <br /> <br />City Administrator Norman noted the Personnel Committee met prior to the Council meeting and <br />recommended the Council authorize hiring Tara Olson as the Community Development <br />Secretary, contingent upon successful completion of background investigations of driving record <br />and criminal history, reference checks, and a physical examination. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Haas Steffen to authorize <br />hiring Tara Olson as the Community Development Secretary at an annual salary of $24,066, <br />contingent upon successful completion of background investigations of driving record and <br />criminal history, reference checks, and a physical examination. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Haas Steffen, <br />Hendriksen, and Zimmerman. Voting No: None. Absent: None. <br /> <br />2) Receive Hiring Recommendation for Administrative Services Manager Position <br /> <br />City Administrator Norman stated interviews took place prior to the Council meeting. The <br />Personnel Committee met prior to the Council meeting and recommends the City Council <br />authorize hiring Joyce Hottinger as the Administrative Services Manager, contingent upon <br />successful completion of background investigations of driving record and criminal history, <br />reference checks, and a physical examination, at the beginning salary range for that position. <br /> <br />Councilmember Anderson suggested the candidate be apprised that the City is conducting a <br />study of staffing in general so she is aware of this when considering the offer.
