He reviewed the map on display identifying the area and advised that <br />the action under consideration is ratification of that purchase agreement. <br /> <br />City Attorney Goodrich stated this sale is contingent upon the City acquiring the properties <br />involving seven residential properties on C.R. #47. The subject property would be sold to <br />ACCAP, including seven residential homes and ACCAP will have the responsibility for site <br />correction, removal of homes if they desire or demolition, plus well capping to make the site <br />useful. <br /> <br />Councilmember Haas Steffen stated she thought the Council gave ACCAP any of the 13 homes <br />they wanted as long as they moved them. <br /> <br />Mr. Goodrich stated that may be true but the discussion tonight involves the seven homes on this <br />site. <br /> <br />Councilmember Haas Steffen stated some of the homes they want may not be on this particular <br />site but the City has to get rid of the homes. She clarified her previous motion that ACCAP <br />could have any of the homes they wanted subject to them moving the homes. Councilmember <br />Haas Steffen stated that otherwise the Fire Department would like to use the homes for a practice <br />bum. <br /> <br />Mr. Goodrich stated that is a separate subject and this particular purchase agreement deals only <br />with this site. <br /> <br />Councilmember Haas Steffen asked if ACCAP is responsible for taking the home down if they <br />don't want the home. <br /> <br />Mr. Goodrich stated that is correct. <br /> <br />Councilmember Haas Steffen stated again that the Fire Department wants to burn down the <br />homes and asked if that would be an option as well. <br /> <br />Mr. Goodrich suggested the Fire Chief contact ACCAP regarding that desire. He noted the sale <br />price of $269,000 with the City being required to construct Sunwood Drive with no assessment <br />to the landowner and to bring to the site (not on the site) trunk sewer, trunk water and trunk <br />storm water. The agreement is subject to a Phase I environmental assessment, and the City <br />acquiring title, which will be done through negotiation and/or eminent domain. Mr. Goodrich <br />reported that a meeting will be held with the group authorized to negotiate acquisition to outline <br />that process. <br /> <br />Mayor Gamec asked if the price has increased. <br /> <br />Mr. Goodrich stated that is correct <br /> <br />Mr. Norman advised they used the appraisal of $244,000 plus $25,000 in lieu of assessment for <br /> <br />City Council/February 23, 1999 <br /> Page 14 of 17 <br /> <br /> <br />
