construction of Sunwood Drive. <br /> <br />Mr. Goodrich presented highlights of the purchase agreement and noted the real estate taxes that <br />are due in 1999 will be prorated and, thereafter, the buyer will be responsible for the taxes due in <br />2000. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to ratify <br />the Committee's action. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman, <br />Anderson, and Hendriksen. Voting No: None. Absent: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Consider Letter Opposing Levy Limits <br /> <br />Mayor Gamec stated his support to repeal levy limits and asked the Council to consider sending <br />a letter to local representatives reflecting that desire. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Haas Steffen to direct staff to send a <br />letter to local representatives reflecting the desire of the City of Ramsey to repeal levy limits. <br /> <br />Further discussion: Councilmember Haas Steffen stated that coming fi.om the League and <br />AMM, she thinks the limitation needs to be viewed in a larger context. City Administrator <br />Norman stated that from a growing city's perspective, levy limits are difficult to work with. <br />Mayor Gamec stated a lot of the cities that favor levy limits are the more developed core cities. <br />Mr. Norman stated the reason for the extension is that until the State holds the city's "feet to the <br />fire" to reform property taxes, legislation will never be written. Thus, the proposal for extension <br />of levy limits. Councilmember Haas Steffen stated that the Governor is proposing to replace <br />LGA and HACA with some other form of support so she would like to see discussion about <br />regressiveness of property tax. If they are good at collecting tax money, perhaps, they should <br />look at a different way of supporting education. She commented that the school district takes the <br />largest number of dollars but she is willing to support the motion even though she believes it is a <br />larger picture. Mayor Gamec asked that this letter be presented at the Monday Council meeting. <br />Councilmember Hendriksen asked if the motion is to review the letter on Monday. Mr. Norman <br />recommended a second agenda item be added to consider this letter at the Monday meeting. <br /> <br />Mayor Gamec withdrew the motion on the floor and Councilmember Haas Steffen withdrew the <br />second. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Mayor Gamec to direct staff to add an <br />additional agenda item to the special Council meeting agenda to review a letter in opposition of <br />levy limits. <br /> <br />Motion carried.
