Council Business <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to <br />approve the non-intoxicating malt liquor license for Wis-Sota Management, d/b/a Ramsey <br />Amoco at 6360 Highway #10 NW. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Haas Steffen, <br />Anderson, and Hendriksen. Voting No: None. Absent: None. <br /> <br />Rick Bergman introduced himself and Ryan McGammer who is the manager of the business. <br />Mr. Bergman explained he leases the business from Amoco. <br /> <br />NEW BUSINESS <br /> <br />Case #2: Extension of Development Moratorium on Certain Parcels <br /> <br />City Attorney Goodrich reviewed the placement of the earlier moratorium and explained that <br />during the process, parcels have been studied and the moratorium lifted from certain parcels. <br />Now some moratoriums are expiring or are about to expire, the latest expiring on March 31, <br />1999. Mr. Goodrich noted the Comprehensive Plan has not yet been completed. After it is <br />completed, official action can be taken to adopt control to implement the Comprehensive Plan. <br />He recommended the moratoriums be extended for a period of six months with the understanding <br />they can be terminated earlier, if desired. Mr. Goodrich noted the ordinance under consideration <br />and stated Ms. Frolik has also prepared a resolution, which can be considered. He recommended <br />the Council consider the resolution and introduce the ordinance tonight with adoption considered <br />at a special meeting this coming Monday to approve adopting the moratorium so it can be <br />published by March 5, 1999. <br /> <br />Councilmember Haas Steffen noted the map which contains dates and asked if they reflect <br />expiration dates. <br /> <br />Mr. Goodrich stated that is correct, noting some have expired and some are about to expire. <br />Since there are no pending applications, there is no legal ramification if it has expired. He stated <br />the City needs to proceed with the Comprehensive Plan process so the official controls can be <br />adopted but this cannot occur until the Comprehensive Plan is completed and adopted. <br /> <br />Mayor Gamec asked if the moratorium will remain until the ordinances are adopted. Mr. <br />Goodrich stated that is correct in some circumstances since adopting the Comprehensive Plan <br />will result in changing the Zoning Ordinance. He explained that prior to allowing the <br />moratorium to lapse, the official controls need to be in place so the existing zoning does not take <br />precedence. <br /> <br />Mayor Gamec asked how long the City has to put the ordinances into place. <br /> <br />Mr. Goodrich stated it will occur very quickly and then a 30-day comment period will be held. <br /> <br />City Council/February 23, 1999 <br /> Page 5 of 17 <br /> <br /> <br />
