He advised that language for the new transition zone segment has already been drafted for the <br />Comprehensive Plan. <br /> <br />Councilmember Anderson stated she is confused because of the different dates indicated on the <br />map and asked if each section will be extended six months or if all will expire on one expiration <br />date, <br /> <br />Mr. Goodrich stated they will remain with staggered expiration dates and the ordinance intent <br />will be to extend each date by six months. <br /> <br />Councilmember Hendriksen noted that statutorily there is a limit on the length of a moratorium. <br /> <br />Mr. Goodrich stated that is correct and the maximum moratorium duration is 30 months. The <br />first moratorium was adopted on July 13, 1997, so January of 2000, would be the maximum <br />moratorium length. <br /> <br />Councilmember Haas Steffen stated the previous legal advice indicated the City could not <br />arbitrarily place a moratorium without having a planning process in place or the owners can <br />initiate court action. <br /> <br />Mr. Goodrich stated that is correct and the City is progressing with their work on the <br />Comprehensive Plan. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to adopt <br />Resolution 99-02-044 establishing a moratorium extension on the development of certain parcels <br />of land within the City of Ramsey. <br /> <br />Further discussion: Councilmember Zimmerman asked when the Council will consider the <br />Comprehensive Plan. City Administrator Norman advised that the Planning Commission will <br />hold a public hearing on the Comprehensive Plan on March 16, and complete their work that <br />evening with a recommendation to the Council. Councilmember Hendriksen stated it is difficult <br />to collate all of the changes and he is not sure all of the changes being discussed are incorporated <br />into the Comprehensive Plan. He asked for a copy of the Plan with all of the changes as soon as <br />possible. Mayor Gamec asked if the Council should receive the copy after the recommendations <br />of the Planning Commission are incorporated. Councilmember Hendriksen stated he would like <br />to study the document and spend extra time reviewing the Plan to see if the changes have been <br />included. Mayor Gamec asked staff to see what can be put together for the Council to review <br />prior to the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen, <br />Anderson, and Zimmerman. Voting No: None.
