Public Hearin~ <br /> <br />Mayor Gamec called the public hearing to order at 7:11 p.m. <br /> <br />Citizen Input <br /> <br />Pat Kohler, 7060 - 137th Avenue NW, (IP #99-03), requested the City wait another year <br />to do this improvement. She pointed out that the Rivenwick project is basically two <br />streets - 137th Avenue and 137t" Lane. The second addition is fairly new and there are <br />still some empty lots. It should also be noted that some of the homes would be sodding <br />this year, which will mean there will be heavy equipment on the streets. If it is not <br />feasible to put this project off for a year, she asked if it could be the last one done for the <br />season so it would be later in the summer. <br /> <br />At this point, Mayor Gamec explained the assessment policy for the Street Improvement <br />Projects. <br /> <br />Kevin Chase, 15000 Juniper Ridge Drive, (IP #99-08) stated he has a 15-foot drainage <br />easement and wondered if there could be a concrete or bituminous spillway installed with <br />the project. <br /> <br />City Engineer Jankowski suggested that might be able to be worked out. He offered to <br />bring it for discussion to the Public Works Committee. <br /> <br />Bob Hamborg, 15755 Traprock Street, (IP #99-04) remembered Mayor Gamec stating <br />that the City would like to be able to pay for street improvements out of the general fund, <br />and he wondered, if that is to happen soon, would it be to their benefit to then request a <br />delay on their project. <br /> <br />Councilmember Haas Steffen responded that this relates to levy limitations. Because of <br />these limitations, the City is unable to raise the levy high enough to be able to afford to <br />pay for these improvements out of the general fund. If the levy limitations become a <br />thing of the past, it will still be a long while, years, before the City would be able to <br />finance the entire street improvement project. <br /> <br />Upon inquiry as to how it is determined when a street needs an overlay, Mr. Jankowski <br />replied he has a rating catalog and Traprock Commons is rated at about a "4". A rating <br />of"5" is still okay for sealcoating but a "4" is an overlay. <br /> <br />Mr. Hamborg expressed a concern about the high speed of traffic in his area and he <br />wondered what could be done to prevent some of that. <br /> <br />Council advised Mr. Hamborg to present his concerns to the Public Works Committee. <br /> <br />City Council/March 9, 1999 <br /> Page 4 of 12 <br /> <br /> <br />
