Del Fredricks, 7550 0- 158th Avenue NW, (IP #99-04) expressed a concem about traffic
and the speed at which it moves. He also was concemed about how it is determined
when an overlay is needed. He offered other areas that are in worse condition than his
area is.

It was pointed out that some of the roads mentioned by Mr. Fredricks are County Roads
and it is up to the County to do that repair. Mr. Jankowski explained the maintenance
schedule to Mr. Fredricks. Councilmember Zimmerman offered that he and Mr.
Jankowski could meet with Mr. Fredricks on his street to review the condition of it.

Mr. Hamborg stated that a neighbor of his whom could not be present lives on 158th and
Traprock and wanted to make certain they would not be assessed twice. Mr. Jankowski
assured him that his neighbor would be assessed only once.

Joe, Traprock Street, (IP #99-04) stated that his concern is financial. If he pays for his
assessment all at once, or if he pays for it over a three-year period and then at the end of
the three years, the City is able to start paying in full for the street improvement program,
is he just out that money.

Mayor Gamec stated that as much as the City would like to get away from assessing these
improvements, it will take time and a lot of discussion to determine how it will all be
done fairly.

Joe suggested the City should be assessed a share for the park that is on their street.

Councilmember Hendriksen commented that the City would get by more reasonable
paying its share for the park as opposed to paying for half of the entire cost of the project.

Andrew Boll, 16540 Yttrium Street NW, (IP #99-07) had several questions which
included, when were the streets last resurfaced, what's the life expectancy, how do the
snowmobile studs affect the roads, and what the benefits of the improved road are to his
property. Council and staff responded to all his questions.

Mike Vincent, 16326 Zirconium Street NW, (IP #99-07) felt that his streets did not need
improvement as badly as some other streets did.

Mr. Jankowski agreed that some areas need the improvement more than others but
because of financial limitations, we cannot do all the streets at once that need doing, and
also some of the streets mentioned are County roads which need to be taken care of by
the County.

Mr. Vincent inquired if just waiting one more year would make a big difference in the
condition of his road and what would have to be done, to which Mr. Jankowski replied
that one more year will probably not make that much of a difference, however, it is
necessary to keep some type of schedule. Councilmember Zimmerman offered that he

City Council/March 9, 1999
