we thought e-mail might be a good way. He inquired if the City Council would allow another <br />port entry. <br /> <br />Councilmember Hendriksen stated that it is very expensive to have that. If that's what we have <br />between here and the Public Works building, that should not be the way it is. He explained a <br />more typical way to have e-mail. <br /> <br />Mayor Gamec felt that it is a good idea to have access to the City Attorney via e-mail. <br /> <br />Councihnember Hendriksen did not feel that the City Attorney needs to be on e-mail all day <br />long. It's too expensive. <br /> <br />#7: Other <br /> <br />1) Pipeline <br /> <br />Community Development Director Sherman stated that there is an existing easement that was <br />along an area of the City. Councilmember Haas Steffen is concerned that we have an <br />opportunity to respond to the Federal Permits that are applied for. There is a 45-day response <br />period. They are going into an existing easement where they have 8" pipe and are replacing it <br />with 16" natural gas pipeline. There are some concerns and she has had contact with the City of <br />Andover. They have a permit for this type of thing. <br /> <br />Councihnember Hendriksen asked what the language says for the permanent easement that they <br />have today. <br /> <br />Ms. Sherman stated that we just got a copy of that today and the City Attorney is reviewing it. <br /> <br />Councihnember Hendriksen stated that we should take a position and put them on notice. We <br />should do everything we can do to enhance our position with them to get more safety features. <br /> <br />Ms. Sherman stated that we are trying to get more information from Andover, however, no <br />minutes are available yet. We may want to hire someone who is more of an expert in pipelines if <br />we need someone to tell us if it's safe. <br /> <br />Councihnember Hendriksen asked if we are permitted to ask for more stringent guidelines than <br />what the Federal Government has. <br /> <br />Ms. Sherman did not think so. <br /> <br />Councihnember Hendriksen stated he would like to know if we have the ability or influence to <br />refuse them. <br /> <br />Ms. Sherman stated that if we cannot influence them, maybe we can do something with these <br />easements.
