Councihnember Haas Steffen reminded Councilmember Zimmerman that he could have voted <br />no. <br /> <br />Councihnember Hendriksen suggested scheduling a public hearing for the next agenda to <br />consider disbanding the EDA. <br /> <br />Councihnember Anderson stated that disbanding the EDA does not make any sense. There must <br />be some other possibilities reasonable people could consider. <br /> <br />Attorney Goodrich offered to put together a memo describing the EDA - what it can and cannot <br />do. He will get the materials to the City Council. <br /> <br />Councilmember Zimmerman felt that the old EDC could have worked better if Council had been <br />able to work with them. <br /> <br />Councilmember Hendriksen stated that he cannot think of anything that is more important than <br />this. <br /> <br />Councihnember Haas Steffen stated that there are some really important items on this agenda. <br />She then left the meeting. <br /> <br />City Administrator Norman stated that we have not adopted our 1999 budget because of the <br />EDA. <br /> <br />Mayor Gamec felt that it is not a problem - we can transfer funds at a later date. <br /> <br />Councilmember Hendriksen asked, to do this budget, could we allocate "x" number of dollars <br />into a fund to do economic development purposes - it could be a single line item. <br /> <br />Finance Officer Lund stated that it could be put into a reserve. She stated she could bring it <br />forward as a line item - lump 'sum - and later do the distribution. <br /> <br />#2: Fire Station #2 <br /> <br />Fire Chief Kapler stated that this is a follow-up discussion from the Public Safety Board held last <br />Thursday. We want to discuss the location of the land for the proposed Fire Station #2. He gave <br />a brief history of the process thus far. He presented a map showing the Department's coverage <br />area and explained that the location is in an area that would benefit the City the most. We <br />focused on available land and received appraisals on parcels. The Public Safety Board talked <br />about all the available properties in the area. They recommend the northern most property at <br />16 l'~t and Armstrong. <br /> <br />Mayor Gamec commented on how good the Public Safety Board was to give input. <br /> <br />Councilmember Anderson stated that the assumption is that it might go to condemnation. <br /> <br />City Council Work Session - March 15, 1999 <br /> Page 5 of 12 <br /> <br /> <br />
