Mayor Gamec believed that this location is ideal for the Fire Department and although you hate
to have to go through condemnation, Mr. Mox understands it.

Attorney Goodrich stated that Mr. Mox does not mind the "taking" but he objects to the price.

Mayor Gamec stated that we could maybe offer him $55,000 to $60,000. He felt it would be
better if we could work it out a different way other than condemnation, however, he is not
against condemnation.

Councihnember Hendriksen asked if we are still talking about the merits of the two sites. He
stated it appears that the northern site is the preferred site. There are site limitations on the
southern site and that southern site will increase financially more than the northern site and it is a
less functional site. However, if the selection is between the two sites, he will vote for the
northern one. He added that he does, however, have some reservations because we would be left
with a large area to the north and a large area to the northeast that's not covered in each scenario.
We may eventually have a third station and that would undoubtedly be in the north central
location. He felt that the southern location at 153rd and Armstrong is not appropriate.

Councilmember Anderson stated that some industrial properties will have sprinkler systems, etc.,
which are not available without sewer and water. Those are more dependent on the Fire
Department.

Chief Kapler stated that the majority of the area is made up of residential properties. Discussion
then ensued around the map.

Councihnember Anderson stated that we need to go for what is in the long run the best for the
City.

Councilmember Hendriksen stated that the 153''d site is probably going to end up to be the most
expensive.

Access was discussed.

Councilmember Hendriksen stated that we are talking about a double-deck building to make that
site work.

Councilmember Anderson asked how many fire stations the City will need.

Chief Kapler stated that our Fire Department Committee feels that the responsible thing to do
was to try to cover our City with three stations. He talked about the goal of an 8-minute response
time to anywhere in the City limits.

Mr. Norman stated that he asked the architecture if she thought this site would double the cost of
our building cost.

City Council Work Session - March 15, 1999
Page 6 of 12
