Councihnember Hendriksen felt that the southern area will reduce the overlap.

Chief Kapler asked the architect if there would be additional costs but she did not give a
preference of sites because there are so many factors involved in the figures. He added that he
has tried to be objective to this for a long time but he felt that this area is too small.

Mr. Norman stated that he listened to the arguments because we are working with the same size.

Mayor Gamec stated that we are not looking at it for just a fire station. We are looking at it for
community purposes also.

Councihnember Anderson stated that 75 feet is not very wide.

Councilmember Hendriksen stated there is a lot of site problems with that one.

Mayor Gamec stated that at the Public Safety Board, they talked about the building having two
levels. They looked at a lot of different little things but the big concern is how fast you can get
there and get out.

It was noted that waiting until next year to begin the building process will cost about $50,000
more.

Councilmember Anderson asked if when the third fire station is built, would the Department feel
satisfied.

Chief Kapler felt that he could defend to any citizen in Ramsey, the 8-minute response time.

Water sources were talked about.

Mayor Gamec pointed out that the Fire Chief allowed the Public Safety Board to discuss this
issue without his entering into the discussion.

Chief Kaplcr stated that if we decide on the southern location, so be it, and if we decide on the
northern location, so be it. Through discussion at the Public Safety Board, he thought the group
felt the northern site is the better location.

Councilmember Hendriksen commented on planning for the future. He suggested that if our
long-range goal is three stations, then we could push the second one to the south. If we are
settling for two stations, then the northern one is the best location. We need to look at
development in the southwest quadrant of the City. He believed we would have multiple family
dwellings. If we build by Central Park, that foretells that we will only have one fire station and it
should be large enough to meet our needs in the near future.

Chief Kapler stated that the station in the northern most location will serve the southern location
very well. His vision of the northeast corner is a two-bay type station.

City Council Work Session - March 15, 1999
Page 7 of 12
