Coul~cilmember Hendriksen stated that he will be driving around the area looking at sites that are
available. He suggested focusing on sites that are on 161st or more south.

#3: City Hall Campus Neighbors

City Administrator Norman stated that a year ago this spring, City Council directed staff to talk
to the neighbors of the City Hall campus. We were in the early stages of the Comprehensive
Plan and undeveloped land was getting eaten up. He was directed to talk to Leon Fisher - he has
not intent of selling his property. The property owners next to McLean's have indicated they are
somewhat interested in selling because they moved out here to get into a more undeveloped area
and they want to move further north. Then we switched our purpose in talking to them because
of a possible City Hall expansion. The logical place to build would be to move east.
Constructing a building behind the current facility seemed to be not too logical so that could be
the new front. He came back to City Council and was directed to talk to a third property owner -
McLean. Since then, Mr. Norman has been contacted by the owner of the second house (Elvine)
and they are now interested in selling if they can find property they are interested in moving to.
He also talked to Fisher again. Maybe the City could take what it needs for a second access -
buy the back area. He asked if Council would direct him to further negotiate to work out a price
for the land.

Cotmcihnember Anderson stated that she has heard there's no room at City Hall but is there
some sort of commitment to expand.

Mr. Norman stated that the reason staff is working on this is because we are truly running out of
space. Staff has had to move downstairs with no windows and fumes fi'om fire trucks.

Councihnember Hendriksen thought there was discussion so that the layout of City Hall and tile
Police Department building could be joined together.

Mr. Norman stated that is correct.

Counci hnember Hendriksen suggested that would not require any additional property.

Mr. Norman stated that in trying to plan, it seemed to make more sense to have this be the front
of the building. It would be nice to have a natural driveway up to the front of the building. We
are trying to wrap up a design and receive authority as early as next month.

Councilmember Anderson asked about funding.

Mr. Norman talked about lease purchase financing and added that 90% of city halls are built that
way.

Counciimember Hendriksen asked how many things are we doing and in what period of time.
We have levy limitations - how can we do all this stuff. How much can we do in one year?

Mr. Norman pointed out that the City's finances is very "in the black".

City Council Work Session - March 15, 1999
Page 8 of 12
