Councilmember Hendriksen stated that is not a bad thing.

Mr. Norman stated that it allows us to be able to look at this kind of thing.

Councihnember Hendriksen stated he would like to see everything that is in the plan. He added
that staff is always coming with new things - all of these things end up being a surprise. He
stated that he cannot support all of these things concurrently.

Counci hnember Anderson stated that they have come in the middle of this "pipeline"- T.H. #47,
the property west of Ramsey Boulevard, the senior housing project, city hall expansion, etc.

Mr. Norman pointed out that all of these things, except for the senior housing project, is in the
CIP.

Mayor Gamec suggested that Councilmembers who want to should sit down with Finance
Officer Lund for a half a day and find out how all this financial business works.

Mr. Norman stated that the property owner keeps asking him if we are interested in that land.
Mayor Gamec stated that a good part of owning that property is for visionary purposes.
Discussion ensued relating to design of the building.

Councilmember Hendriksen stated that he is not in favor of condemning McLean's property so
we can have a better vision of City Hall.

Mr. Norman stated that he is talking about the other property - Elvines - they are willing sellers.

Councihnember Zimmennan asked why are we talking about buying more property when we
already have 25 to 30 acres.

Councihnember Hendriksen stated that if McLean's want to sell property, then fine, but he
would not vote to condemn someone's property to get a better look at City Hall.

Mr. Norman reiterated that we are looking at the Elvine property and they want to sell.

Counci hnember Hendriksen asked what we need more property for?

Mr. Norman responded for better access, new front door, new Council Chambers, etc.
Councihnember Hendriksen stated that he always thought the expansion was going to the south.

Mr. Norman suggested having someone draw sketches of what we are talking about. He added
that he will tell the Elvine's that we do not know yet what the plan may be.

City Council Work Session - March 15, 1999
Page 9 of 12
