Kevin Conway, representing Jack Menkveld, stated that they are asking the <br />City Council to come up with something more solid. What are your plans. Is it a taking <br />of right-of-way - a purchase of right-of-way. This meets the comp plan with regard to <br />land use. Councilmember Haas Steffen stated that if this motion is voted upon favorably, <br />she will try to make a motion for staff to get after some of the things this gentleman is <br />asking. Councilmember Zimmerman called attention to the fact that we are allowed only <br />six accesses on this county road. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Haas Steffen, <br />Anderson and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />direct staff to immediately write to the Anoka County Highway Department indicating to <br />them whatever parameters the City Attorney has given us to work with the moratorium, <br />and asking them to give us their preferred alignment to #116. Mail a copy of the letter to <br />Anoka County Commissioner Dennis Berg. <br /> <br />Further discussion: Councilmember Hendriksen inquired if the motion could include that <br />some language will be drafted attempting to preserve our options. Councilmember Haas <br />Steffen stated that was the intent of her motion. We will have pressures coming at us to <br />lift up the moratorium so we need to know so we can take care of the right-of-way, etc. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen, <br />Anderson and Zimmerman. Voting No: None. <br /> <br />Case #4: Request for Site Plan Review; Case of Waltek, Inc. <br /> <br />Zoning Administrator Frolik stated that the City received a request for site plan review <br />and approval from Waltek for an expansion of their existing facility at 14310 Sunfish <br />Lake Boulevard NW. The plan proposes to construct a 14,300 square foot addition to the <br />existing 18,400 foot principal building for office and manufacturing purposes. The <br />existing gravel access from Sunfish Lake Boulevard NW is located on the adjacent <br />property to the north by a mutual agreement between the property owners. It is likely <br />that a public road would benefit this general area in the future, and a roadway that would <br />line up with 144th on the east side of Sunfish lake Boulevard is desirable. To facilitate <br />this eventual improvement, Waltek is willing to relocate their access to line up with 144th <br />on the east side of Sunfish Lake Boulevard and provide the easement necessary in the <br />northeast comer of their property to preserve a corridor for 144th to meander north. The <br />road extension will mean that someday 144th will be Waltek's front yard and the building <br />and expansion would not meet the front yard setback. In exchange for easements <br />acquired in the northeast comer of the site to line up that road with 144th, City staff is <br />recommending that the existing road easement along the north property line be vacated <br />and then the Waltek facility will meet the front yard setback when 144th is extended west. <br />the property is surrounded by industrial parcels and no screening is required.
