bituminous surface and B-612 concrete curbing is in compliance with City Code. The <br />plan proposes a bituminous curb on the temporary driveway and this is acceptable to <br />staff. The applicant has also agreed to separate truck access from the customer/employee <br />parking area by either realigning the temporary road or adding a fork to the road <br />proposed. Ms. Frolik informed Council that the Planning Commission reviewed the site <br />plan and recommended approval contingent upon compliance with City staff letter. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />approve the site plan for Waltek, Inc. contingent upon compliance with the City Staff <br />Review Letter dated March 11, 1999. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen, <br />Anderson and Zimmerman. Voting No: None. <br /> <br />Case #5: City of Ramsey Comprehensive Plan <br /> <br />Community Development Director Sherman reported that the comprehensive plan <br />process has been under way since 1997, and was due to be completed by December 1998. <br />The City of Ramsey requested and was granted an extension to March 31, 1999. Council <br />directed staff to acquire a further extension but we would need to send a letter requesting <br />that. The Planning Commission reviewed the proposed document several times as well <br />as the Park and Recreation Commission and the Economic Development <br />Commission/Authority. Ms. Sherman noted that a lot of public input was received at the <br />public hearings. The Planning Commission made one modification and that was to what <br />the Park and Recreation Commission recommended approval of which was the two <br />access points on Bowers Drive. Ms. Sherman noted that Planning Commission <br />Chairperson Leo Anderson is present in case the Council has any questions. The <br />Planning Commission, which held a public hearing last week, is recommending Council <br />approve the Comprehensive Plan and submit it to the Metropolitan Council. <br /> <br />Councilmember Haas Steffen stated that with the Planning Commission approving this <br />plan, it says that Council "shall" send this to the Metropolitan Council - it does not <br />necessarily say that we have to approve it. If we sent it to them now, we may not have to <br />ask for another extension. She understood that it gets sent to them and then comes back <br />to us so we can work on whatever they tell us to work on. We could forward this and be <br />specific in asking the Met Council if there is any difficulty with regard to certain areas <br />and ask them if they can get their comments back to us as quickly as possible. <br /> <br />Ms. Sherman responded that some cities are sending it after City Council has approved it, <br />some are sending it strictly for comment. We know we will have changes requested by <br />the Met Council. <br /> <br />Councilmember Haas Steffen commented that this has gone back and forth several times, <br />maybe another extension is not necessary. <br /> <br />City Council/March 23, 1999 <br /> Page 11 of <br /> <br /> <br />
