Councilmember Hendriksen stated he was at the Planning Commission meeting. His <br />desire was to meet with them because there were some things that he felt Council had <br />agreed on, such as no transitional zoning in the area of the Pearson farm. He thought <br />there was a consensus on that and it was omitted from the plan. There is no <br />communication that we wanted to meet with the Commission again. He felt that this is ill <br />advised. We should not be sending a plan that has significant shortcomings. He believed <br />that what we should be putting on the table for them is what our citizens want. He asked <br />that we do not send the Met Council something that cannot be embraced as a community. <br /> <br />Councilmember Zimmerman felt that it was inappropriate for the City Council to work <br />on the comp plan until the Planning Commission was through. Now that they are <br />through, he hoped the Council would relegate time to study this plan. <br /> <br />Councilmember Anderson suggested that it needs to be done as soon as possible. She <br />noted a couple of items - an area that would be serviced by sewer and water - the word <br />may is used and she thought it was going to be changed to shall. It did not get changed. <br />Also, the letter the City received from the Met Council that had concems about our first <br />draft talked about trails. It's in the transportation section but it says the plan does not <br />include the bicycle and pedestrian trails. Maybe we have some money that is available to <br />us but the Parks/Utilities Supervisor has never been given this letter. <br /> <br />Ms. Sherman stated that the Planning Consultant did incorporate the trail plans in the <br />transportation portion and that she would make certain that Parks/Utilities Supervisor is <br />made aware. <br /> <br />Councilmember Haas Steffen stated that the State Statute contemplates that Council will <br />continue to work on this but that it shall go forward. She requested that City Attorney <br />Goodrich re-read the State Statute. <br /> <br />Attomey Goodrich noted that it says after approval by the Planning Commission and <br />consideration of the governing body, it should be sent forward. <br /> <br />Councilmember Hendriksen stated that if consideration means did we talk about it, we <br />are talking about it now. If it means it is what we want, then no, we have not considered <br />it. We have never done anything this way before where the Planning Commission is <br />approving something and Council sends it to the Met Council, especially when we do not <br />agree with all this. <br /> <br />Mayor Gamec suggested we do not want to send down a final approved document. <br /> <br />Councilmember Hendriksen felt that this is precluding the Council from giving the final <br />consideration. It defies logic that City Council cannot make changes. <br /> <br />Mayor Gamec inquired if Council can continue to work on the plan to which Attorney <br />Goodrich replied yes. <br /> <br />City Council/March 23, 1999 <br /> Page 12 of <br /> <br /> <br />
