Ms. Sherman suggested that if there are potential fatal flaws, then we should amend them
before we send this document to the Met Council. She added that we do not need to
request an extension to a date certain.

Councilmember Hendriksen did not think that 30 days, 60 days or 90 days puts any more
pressure on this Council. We will live with this plan for a long time - let's get it right.
He felt the effort tonight was not in good faith - in his opinion it came as a blindside. He
stated he was not aware that the plan was to send this plan in - he thought Council had
too many unanswered questions for that.

Councilmember Haas Steffen thought the plan should go to the Met Council and added
that she is not making an attempt to "shove a plan" through any place.

Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to
schedule a special meeting for 5:30 p.m., Tuesday, March 30, 1999, for Council to
discuss the Comprehensive Plan.

Further discussion: Councilmember Haas Steffen stated that it might be helpful for those
of Council who have questions to give them to staff right now so we can get an idea of
what we will be working on, or to get them to staff prior to Thursday.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen,
Anderson and Haas Steffen. Voting No: None.

Leo Anderson, Chair of the Planning Commission, asked to clarify one point. The
Planning Commission, last Tuesday, thought they had addressed all of the questions that
were being raised about the comp plan. 1) Take out a couple little marks on Bowers
Drive (trails); and 2) Other recommendation we made came up as a result of an
appearance by an attorney representing Katnis' (property along Highway #47 where
Sunwood Drive comes in). It shows higher density but the family would like to have
consideration to put in a convenience-type store. We did attempt to address each and
every issue we were aware of. Councilmember Hendriksen was unable to have input
because after the public hearing, he understood that it was to be a joint meeting of the
Planning Commission and the City Council. That was unfortunate. Mr. Anderson
offered that he could be present at the special meeting the Council just scheduled for next
Tuesday, and he thought that the Planning Commission would be willing to meet again
with the Council. He added that no plan would come out of this City that everyone will
agree 100% with. If Council wants additional changes made, then will it go back to the
Planning Commission.

Mayor Gamec advised that the Planning Commission would be informed of the changes.

Case #6: Request for Proposals (RFP) for Redevelopment Study

Community Development Director Sherman reminded Council that in the 1999 adopted
budget, the Council authorized $25,000 for studies to further refine the comprehensive

City Council/March 23, 1999
Page 13 of
