Case #10: <br /> <br />Authorize Resolution Requesting Donation from Anoka County <br />Historical Society for Restoration of Old Town Hall <br /> <br />Councilmember Haas Steffen stated that a donation from the Northstar Federated <br />Women's Club of $2,819.13 has been held by the Anoka County Historical Society for <br />the restoration of the Old Town Hall. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to <br />adopt Resolution #99-03-054 requesting the donation to restore the Old Town Hall from <br />the Anoka County Historical Society. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Anderson, <br />Hendriksen and Zimmerman. Voting No: None. <br /> <br />Case #11: Consider Scheduling Public Hearing to Review EDA Issues <br /> <br />City Attorney Goodrich stated that Council has expressed interest in holding a public <br />hearing to consider possible changes in the Economic Development Authority (EDA). <br />This week, Attorney Goodrich became aware that the hearing on the enabling resolution <br />for the EDA was not published two successive weeks. The first publication has to be at <br />least 14 days prior to the event. The City published notice 11 days prior to the event. He <br />suggested it would be in the City's best interest to hold another public heating to affirm <br />our actions of establishing the EDA, but not to remove members. <br /> <br />Councilmember Anderson stated she had contacted Mr. Goodrich relating to the proper <br />publication. She understood too, that this would not be to re-establish but to just reaffirm <br />our actions. There is no doubt that we have a legal EDA. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Mayor Gamec to schedule the <br />public hearing pursuant to Minnesota Statutes 469.093, Subdivision 1, for the purpose of <br />reaffirming the establishment of Ramsey's Economic Development Authority. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Anderson, <br />Hendriksen and Zimmerman. Voting No: None. <br /> <br />Case #12: Report from the Economic Development Authority (EDA) <br /> <br />City Administrator Norman stated that the EDA reviewed and discussed the Economic <br />Development portion of the Comprehensive Plan. Council action will occur with future <br />action on the comp plan as a whole. The EDA also reviewed and discussed a draft <br />financing policy.
