Mayor Gamec withdrew his motion and Councilmember Haas Steffen withdrew her <br />second. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />send this back to staff and ask them to be consistent with the rest of the plan and indicate <br />what should be transitional housing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen, <br />Anderson and Zimmerman. Voting No: None. <br /> <br />Councihnember Zimmerman mentioned the extension of C.R. #116 and the fact that we <br />run into somewhat of the same problem. A plan showed multiple housing adjacent to <br />#116. Would this plan allow that (just north of#116)? <br /> <br />Ms. Sherman stated we did label that as transitional residential but we have had some <br />thoughts on that. <br /> <br />Councilmember Zimmerman stated it goes from one extreme to the other. He stated he <br />would think that multiples would be appropriate for at least the first 200 feet or so. Can <br />you add some zoning about that? <br /> <br />Ms. Sherman stated that is the intent. Zoning would be consistent with that direction. <br /> <br />Councilmember Haas Steffen asked about "color" changes on the plan. <br /> <br />Ms. Sherman added that we need to keep this general. We will have several zones. She <br />stated she sees that with different residential land uses too. She did not feel we need to <br />change all the colors on the map. There's another step to go. <br /> <br />Ms. Sherman stated that urban rural densities only allow three units per acre. She talked <br />about transition. The basic difference between urban rural and mixed residential is <br />density. <br /> <br />Councilmember Hendriksen talked about buffers and transition. <br /> <br />Councilmember Zimmerman stated that his idea was to give developers some opportunity <br />to recoup some of his costs. <br /> <br />Refen'ing to page V-12 - bottom of page - Councilmember Hendriksen stated that he <br />preferred the developer pattern. The last three sentences and first paragraph on the <br />following page, it refers to the picture on V-14 and that ties to #7 on V-15. It says we are <br />encouraging the creation of a lot of tiny lots with lots of open space around it. It seems <br />that tiny lots created the same problems as, for example, a guy's boat in the yard. He did <br />not know if the City should be trying to encourage this. <br /> <br />Mayor Gamec felt that this portion deals with unique areas of the City. <br /> <br />Special City Council/March 30, 1999 <br /> Page 11 of 15 <br /> <br /> <br />
