Councilmember Hendriksen stated that this is saying this is what we prefer. He did not <br />agree with that. <br /> <br />Councilmember Haas Steffen stated she likes the idea of clustering. The Met Council has <br />said Ramsey will take all these homes. We have wetlands and it's a perfect place to do <br />some clustering kinds of things. We have wetlands that most cities do not have. She <br />stated that if she were doing that area down on #57, she would have said do clustering. <br />It's a great tool and we ought to use it. <br /> <br />Councilmember Hendriksen did not feel that clustering should be the preferred. He felt <br />that the sentence should be taken out. <br /> <br />Ms. Sherman stated it is not saying that we would be promoting clustering. <br /> <br />Councilmember Zimmerman stated, for example, five acres are set aside for trees, etc. <br />Who will pay for that - who owns that? He suggested that whomever owns that five <br />acres will want to develop it. <br /> <br />Ms. Sherman stated they gave away a recorded document - it gives away the ability to <br />develop that. That's something we have to resolve through the zoning ordinance. <br /> <br />Councilmember Zimmerman asked about the homeowners taking care of it. <br /> <br />Mayor Gamec stated that it should be on the tax rolls with that house. <br /> <br />More discussion ensued relating to clustering. <br /> <br />Chris Dempsey, 14794 I(a-ypton Court NW, Ramsey, stated that one of the things done <br />here dealing with clustering is not all lots are tied into being the same. What can be done <br />is to retain as much as possible with the property. <br /> <br />Councilmember Hendriksen asked could we simply change the wording so it does not <br />sound as if it is our own policy. <br /> <br />Ms. Sherman replied that that language is only in relationship to the area that is in gray. <br />It does not carry over to the urban area, which is in white. <br /> <br />Councilmember Haas Steffen stated it makes preference to rural preserve. <br /> <br />Councilmember Hendriksen stated but it says within the rural area. He asked that the <br />word preferred be taken out. Then we get to the bottom of page 13 - the intent was that it <br />would permeate to both rural districts. <br /> <br />Consensus was to change that development option within the rural area. <br /> <br />Special City Council/March 30, 1999 <br /> Page 12 of 15 <br /> <br /> <br />
