point. We left it fairly general. We did talk about staging too, but we felt by using <br />ordinances, we would have a better grip on the development. He agreed there will be <br />some demand and we will sell maybe 50 to 60 lots immediately and then it will slow <br />down again. We have to work with that. <br /> <br />Councilmember Haas Steffen stated you have 960 units but how much of it is wetland. <br /> <br />Ms. Sherman replied we have included wetland but we have not broken them down into <br />open land and wetland. The areas you can develop are 960. <br /> <br />Craig Morris stated there has been talk about staging. There have been many people who <br />have lived in Ramsey for years and plan to retire. Will Leo have to tell his friends that <br />they have to start at the south and go north - I agree with that. I am planning to develop <br />my property. I feel there would be an influx the first year but would mellow out. I have <br />been talking to many developers - they are giving the opinion that they would go any <br />other place than Ramsey. <br /> <br />Mr. Anderson stated that what the Planning Commission did commit to is what Ms. <br />Sherman read but in answer to another question is if you are going to stage the Sunwood <br />area, it that you have pipes in the ground and you want to pay for that before you put in <br />more. Whom pays while you are waiting? That is the reason you have to stage in the <br />Sunwood area. You cannot have gaps in the Sunwood area - you can in the other area. <br /> <br />Councilmember Hendriksen stated that we incur costs for all types of development <br />because of Police, etc. <br /> <br />Discussion ensued relating to taxation. <br /> <br />Mr. Anderson stated that if you want control - the way to do it is by the number of <br />permits. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to <br />direct staff to develop language consistent with this evening's discussion for the purpose <br />of the rural staging plan and bring a range of options back for discussion. We are taking <br />input. <br /> <br />Further discussion: Page V34 - Summary - Council wants staff to look at how a staging <br />plan would look and this could be implemented here. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson and Haas Steffen. Voting No: None. <br /> <br />Councihnember Haas Steffen inquired how much longer the City is under a moratorium <br />to which Mr. Goodrich replied about September 1. <br /> <br />Special City Council/March 30, 1999 <br /> Page 14 of 15 <br /> <br /> <br />
