Community Development Assistant Walther stated that the study proposed is that they
would do a site selection for one or two stations, depending on Council's direction
tonight. This is strictly a site study - not a needs study.

Fire Chief Kapler listed the criteria as follows: 1) Location of volunteers by PIN or
address (preferably in electronic form). 2) Speed limits on all roads. 3) Intersection
controls, (This could be a map with a point indicating no controls, stop signs, stop lights,
etc. ) 3.5) Information on traffic lights in the community- are they equipped with signal
preemption devices? 4) Information on how many trains per day, average train speeds
and average time delays at crossings. 5) Historical information on locations of fire calls
and types of fire calls. 6) Current response times. 7) Existing fire station services and
equipment. 8) Description of any shared services with neighboring communities. 9)
Description of future station design requirements and space needs (how big of a site and
what types of activities would likely go on at the station?) 10) Locations of facilities that
may have special fire protection needs. 11) Goals or objectives of the City in selecting a
site. 12) Sites the City would like to include in the review process.

Mr. Walther stated that Hoisington Koegler is proposing to do a comprehensive model -
they are taking into consideration the future development plans for the City.

Councihnember Haas Steffen stated that some legislators appear to be getting through
legislature and is dealing with gun clubs and the City's ability to shut them down. It may
be worth looking at the gun club area. We will know by probably next week.

Mr. Walther stated that he has not given them any sites but it's probably only vacant land
so we should probably request that.

Mr. Norman asked if this focuses on the second and third station and added that we are
assuming this is a three-station City.

Councilmember Hendriksen commented that the majority of work that will be required
by them will be gathering data and putting it into the computer and they should be able to
tell whether we need two stations or three stations. He inquired if we want to get rid of
the gun club.

Councilmember Haas Steffen stated we have had some meetings with neighbors that
would like to get rid of the gun club and the owner of the gun club is interested in getting
rid of the gun club too. That site should be perhaps a potential.

Councihnember Hendriksen asked for clarification why the attorney general said we
could not use the Armstrong and 161st area.

Councilmember Zimmerman stated that if our idea is to protect residents, it would be
imperative we get one location on C.R.//83. This would be a fast shot to any location in
that area of the City.

Special City Council/March 30, 1999
